Description
Analyzes factors and current market conditions related to acquisition planning for the acquisition of complex systems. Performs sophisticated market research and prepares acquisition planning recommendations for Program Managers and Contracting Managers in the government. Develops the complete set of documentation, approvals and notices to release a solicitation within tight milestones. Takes lead role in providing past performance analysis and complex cost analysis of contractor proposals. Is expert in the use of automated source selection tools and can adapt the tool to the particular circumstances of the acquisition. Manages and administers complex contracts for research and development or major weapons systems. Performs independent research on statutes and directives. Develops and documents new procedures when required by changes in policy or best practices. Writes policy manuals, acquisition plans, source selection plans, test master plans, security documentation and model contracts as required. Applies extensive knowledge of acquisition directives to tailor each procurement to the appropriate statutes and provisions. Directs, provides guidance and mentors the performance of less experienced analysts.
Required Qualifications:
Requires bachelors degree (in business or related field) and seven to nine years of government acquisition experience. Certification at DAWIA or APDP Level II in Contracting (or military/private industry equivalent certification) and SPS PD2 experience.
