Description
In support of the U.S. Forest Service, independently performs market research and develops procurement strategy recommendations for the construction of buildings, structures, facilities, and land; Architect-Engineering Contracts (FAR Part 36); Services Contracts (FAR Part 37); and/or grants and agreements. Prepares associated documentation including acquisition plans, source selection plans, demo and evaluation master plans, requests for proposal, requests for grants and other transaction proposals and associated determinations and justifications required by FAR Parts 36 and 37 . In source selection process, leads contractor performance assessment research and reviews. May enter financial and contracting information in the Foundation Financial Information System (FFIS) and archive inactive data. Performs price and proposal costs analysis and coordinates with appropriate agencies on technical evaluations, rate agreements and Cost Accounting Standards issues or material management system approvals. Takes lead role in providing contract management, assessment of contractor cost, schedule and technical performance or program budget analysis and control.
Required Qualifications:
Typically requires bachelor's degree (in business or related field) and five to seven years of government acquisition experience. FAC-C Level II Certification in Contracting or equivalent. Experience in awarding and administering either services, construction, and/or architect-engineering contracts, and/or grants and agreements.
Desired Qualifications:
Defense Acquisition Workforce Improvement Act (DAWIA) Level I Certification in program management or equivalent. Efficient user of FFIS or equivalent systems
