Description
The North Atlantic Regional Contracting Office (NARCO) located at Walter Reed Army Medical Center (WRAMC) in Washington, D.C, has a requirement for contract specialist support. NARCO is one of several Regional Contracting Offices under the U.S. Army Medical Command (MEDCOM) Health Care Acquisition Activity (HCAA).
NARCO's mission is to provide contracting support services for WRAMC and nine other Medical Treatment Facilities (MTFs) within the North Atlantic Regional Medical Command (NARMC). These services include both providing business advice to the NARMC Commanders and staff regarding proper procurement procedures and procuring medical supplies, equipment and services. NARCO provides "cradle to grave" contracting support.
You will be responsible for providing contract support services including all aspects of both pre-award functions, including market research, providing business advice to customers, preparing solicitation and award packages including all related contractual documents, and post-award administration in support of NARCO Contracting Officers.
All acquisitions functions must be performed in accordance with the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Army Federal Acquisition Regulation Supplement (AFARS), and all other applicable regulations and policies. You will also be required to perform other pre-award procurement functions such as requirements definition; market research; drafting contractual documents, solicitations, awards, and related documentation using the Procurement Desktop-Defense (PD2) system. In addition, you will be coordinating with requiring activities, industry and other completing contractual files; drafting modifications; monitoring Contractor performance; and completing contract close-out.
Required Qualifications:
Requires bachelors degree (in business or related field) and seven to nine years of government acquisition experience. Proficiency in the use of the Procurement Desktop-Defense (PD2) system.
Desired Qualifications:
DAWIA or APDP level II or III in contracting is highly desirable (or government equivalent).
