Working as an Engineer III Radio Frequency, you will be considered as a senior level engineer and will be required to demonstrate strong technical skills. Strong initiative and the ability to work independently with little direction are required as you will be working on complex system performance, RF design, transmission, equipment, and/or traffic engineering activities.
This position may be responsible for contributing to AT&T's compliance with environmental laws and regulations as applicable to its job function. This may include, but is not limited to, work related to fuel tanks, emergency and stand-by generators, boilers, hazardous waste, hazardous materials, batteries, manholes and vaults, water wells, linear and other construction projects, water discharge, or air emissions.
Additional Responsibilities:
Design, test, measure and/or evaluate the wireless systems and/or equipment to achieve optimal performance
Provide a high level of technical guidance and leadership and be required to recommend, develop, and implement complex changes and additions to the system as well as develop documentation
The Engineer III RF position is a non-supervisory position, however, you may lead a group of several project teams
RAN Engineer III - Performance
Description
Senior individual contributor for performance and optimization aspects of UMTS/3G and GSM/2G. Solid background in telecommunication fundamentals and technology evolution; in-depth understanding of 2G and 3G wireless technologies, related standards and interworking of 2G/3G.
Qualified engineer must have strong communication and organizational skills. Position requires that the engineer is a self starter and take initiative to analyze complex system performance challenges, equipment/RF troubleshooting and problem resolution, project management and vendor interface. The position will also require the candidate to work/support special projects and field studies, document/communicate project status, with an objective to deliver RAN performance, improve standards and processes. The engineer will develop recommendations that will help market achieve corporate performance initiatives.
The engineer understands, adheres to and strives towards achieving corporate/market RAN performance objectives and standards, for both GSM and UMTS. The engineer will be responsible for maintaining/improving market RAN performance. Tasks include, but not limited to the following:
1) Participating in BAU and/or POR optimization and launches; RF, Parameter and neighbor list optimization and/or standardization; new site activation and optimization.
2) Support special projects such as venues optimization, balance traffic across multilayer, churn reduction, future POR, parameter trials, Software FOAs, etc.
3) Investigate failure events occurred on a localized/market drive test, utilizing scanner and Layer 3 messaging; and implement necessary fixes to eliminate failures.
4) Conduct trend analysis to identify "chronic" offenders and/or areas of improvements.
5) Monitor, troubleshoot and improve UMTS and GSM voice and data network performance/KPIs (such accessibility, retainability, throughput, voice quality, interference, capacity, utilization, etc.).
6) Interact/coordinate projects or work activities with peer groups such as RF Design, C&E implementation, field/switch OPS and MNRC/tier 2/ATS, etc.
7) Analyze and rectify UMTS pilot pollution conditions. Locate and resolve troubleshoot external interference issues.
8) Determine site growth and major modification needs for both UMTS and GSM networks.
9) Knowledge of Nokia GSM / ALU UMTS parameters, as well as ability to implement viable solutions and/or recommendations for network improvements.
Qualifications
BS Bachelor's degree in Electrical Engineering and 5+ year relevant working experience. Experienced in voice and data performance optimization. Knowledge of ALU UMTS UTRAN systems and Nokia GSM BSS and related OSS tools. Knowledge and experience with Nortel GSM BSS and OSS a plus. Excellent analytical skill, understand the key issues in the GSM and UMTS network. Familiar with design, drive test and post-processing tools, such as ATOLL, TEMS, Actix, OptPCS, etc. Proficient computer and presentation skills using MS Office products, Mapinfo, etc. Good project management skills. Develop and coordinate the assigned projects, provide updates, communicate and escalate issues, and drive for solutions.
