Job Description:

Summary
Directs, coordinates, and exercises functional authority for planning, organization, control, integration, and completion of engineering projects for the design of building power systems including but not limited to the design of medium voltage power distribution, unit substations, primary overhead and underground, low voltage distributions system, lighting, communication, closed circuit television, cable television, security systems, and fire alarm control systems; knowledgeable in utilization of computer programs for panelboard sizing, short circuit, lighting illumination, and voltage drop calculations; knowledgeable in technical specification writing and editing, cost estimating and performing field investigations, and construction administration by performing the following duties personally or through subordinates.
Essential Duties & Responsibilities include the following. Other duties may be assigned.
1. Prepares or preferably directs; 1) preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies, and designs for difficult projects. 2) Construction management tasks.
2. Plans and develops engineering projects concerned with unique or controversial problems. This involves exploration of subject area, definition of scope and selection of problems for investigation, and development of novel concepts and approaches.
3. Organizes and develops project team to execute specific phases or aspects of project such as technical studies, project design, preparation of specifications and technical plans, and project inspection. Must be able to delegate.
4. Reviews project design for general compliance with engineering principles, company standards, and customer contract requirements, and related specifications.
5. Coordinates activities concerned with technical developments, scheduling, and manpower, resolving engineering design problems.
6. Evaluates and approves design changes, specifications, and drawing releases.
7. Shows understanding of team management, develops project scope of work, estimating manpower needs, prepare CPM schedules, and tracks project progress.
8. Assures that the project is completed within the allocated period of time and within the budget that has been assigned.
9. Maintains liaison with individuals and units within or outside his organization with responsibility for acting independently on technical matters pertaining to the field.
10. Develop and present proposals to clients.
11. Directs the inspection of construction site to monitor progress and ensure general conformance to engineering plans, specifications, and construction and safety standards.
12. Can plan and execute a typical project meeting by themselves. Can negotiate a difficult project issue with the client, such as scope changes or schedule acceleration.
13. Assures the project meets quality control and quality assurance guidelines.
14. Interprets changes in the contract and advises management on needed changes.
15. Can set up and perform a client marketing meeting.
16. Show ability to work with difficult people.
17. Maintain professional, technical, and supervisory skills by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
18. Willing and able to travel to project locations in United States and abroad.
Supervisory Responsibilities
Coordinates and reviews the work of project engineers and technicians. Able to delegate work, and mentor staff.

Education and/or Experience
Bachelor's degree in related field of engineering and minimum of 8-10 years responsible design experience with exposure to a variety of engineering projects and a good understanding of project management concepts. Experience with department of defense (DOD) projects is preferred.
Language Skills
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
Mathematical Skills
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
