The Engineer Test 2 will assist with the planning, execution, data collection, data analysis, and report production in support of the Global Combat and Support System, Public Key Infrastructure (PKI) and other software intensive systems within Department of Defense. Must function under minimal supervision with a full range of responsibilites in support of a variety of programs overseen by the Joint Interoperability Test Command. Analyst will assit with the decomposition of operational and interoperability requirements and capabilities to support test planing, write technical plans and reports. Analyst must research, gather, and analyze all documentation germane to the programs under test, their CJCSI 3170.01/6212.01 series documentation, CONOPS, and their supporting systems in order to plan, execute and report on test events. The analyst must also be able to collect, safeguard and array data at operational sites to certify interoperability and determine the operational effectiveness and suitability of the system. Additionally, the analyst will oversee and validate the data collection, safeguarding, and arraying of data collected by other members of their team. Must currently possess a Secret clearance. The analyst will develop basic test and evaluation strategies to ensure the systems under test are adequately tested to determine their operational effectiveness. The analyst must possess the skills necessary to clearly articulate those concepts and strategies during discussions, formal briefings, and in written documents. Basic qualifications include: Knowledge of the Joint Capabilities Integration and Development System, to include Operational Requirements Documents (ORD), Initial Capabilities Documents (ICD), Capabilities Development Documents (CDD), and Capabilities Production Documents (CPD). Experience collecting and safeguarding data collected during test events. Experience arraying and analyzing test data to produce test reports. Ability to communicate effectively orally and in writing. Knowledge of acquisition program test cycle and processes (differences between DT, OA, and OT&E). Key assets or additional desired (but not required) skills include: Knowledge of COIs, MOEs, MOPs, data elements, data requirements, and data management procedures. Recent experience with command and control systems, combat support systems, intelligence, and logistics situational awareness systems. Knowledge of CJCSI 3170.01 and CJCSI 6212.01 documents. Experience in the operational and/or interoperability testing of DoD information networks or software intensive systems. Knowledge of the DoD 5000 series and DOT&E guidelines on testing software intensive systems. Up to 25 % travel.
Bachelors degree and 2 years of experience. 6 years of experience in lieu of degree.
