DESCRIPTION
This is work conducting organizational studies and evaluations, designing office systems and procedures, conducting work simplifications and measurement studies, providing technical assistance and developing operations and procedures to assist organizations in operating more efficiently and effectively. May include program analysis, management consulting, and examination development.

This position requires the incumbent to perform in a highly professional manner and to dynamically exercise the highest level of independent judgment pursuant to executing the duties of the Bureau of Statewide Pharmaceutical Services’ (BSPS) Executive Assistant. The incumbent shall be responsible to serve as the focal point for all pharmaceutical revenue producing contracts and related group procurement organization agreements, including managing the Bureau Chief’s daily business and pharmacy-related activities and acting as a key member of the BSPS senior management team. This position shall perform the following functions:
Acts as the BSPS Executive Assistant for all Bureau business and pharmacy-related operations. Ensures that all Bureau activities adhere to DOH policies/procedures, related Florida Administrative Codes (F.A.C.) and federal/state statutory requirements and related Current Good Manufacturing Practice (cGMP) Internal Operating Procedures. Continuously reviews the activities of the Bureau’s business and pharmacy operation units to ensure compliance with cGMP, BSPS IOPs and delivery of services pursuant to internal and external agreements. Maintains continuous liaison with all BSPS business and pharmacy operational units and provides detailed and summary reports to the Bureau Chief on a daily basis or as required regarding unit performance and customer satisfaction. Acts as the Bureau Chief’s representative, as necessary, at all meetings and is responsible for developing the technical detail and preparing all briefing, information and report materials necessary to support division and executive level decision and weekly staff meetings
Acts as the technical and administrative focal point and liaison for all major BSPS programs including: The DOH-DOC Repackaging agreement, the STD Specialty Care Pilot Program, lean six sigma quality improvement/assurance, the Logistics (warehouse) drug dispersing, the pharmacy operations dispensing and mail order, the SharePoint and Intranet/Internet Web sites, regarding internal and external customer usage, satisfaction and work output results. Assists the BSPS QI/QA Manager in the implementation of Current Good Manufacturing Practices (cGMP) for Pharmacy, Business Operations, Logistics, Repackaging and Administration operations and is a key member of the BSPS Quality Control Manager team which assesses the performance of all BSPS operations. Is a key member of the BSPS senior management team providing technical input and management guidance regarding implementing quality improvement for all BSPS units based on lean six sigma analyses related to quality engineering program enhancements.
Serves on committees and task forces as directed, assists in conducting cGMP training and performs other related duties as assigned.

Plans, coordinates and/or presents statewide and regional conferences, meetings and workshops.
Reviews, analyzes, and researches legislative issues and prepares analysis of the projected effect of any proposed legislation or action.
Develops and monitors compliance policies and procedures for the administration of federal grant funds or other trust fund monies.

Prepares and compiles data for legislative budget requests and long range program plans.

Reviews documents and/or contacts appropriate parties to ensure compliance with applicable statutory and regulatory requirements and court orders.

Monitors dispute settlement programs, approves claims, and confirms the disposition of awards, settlements and other agreements.

Plans and conducts studies of problems and procedures.
Gathers and organizes information on problems or procedures.

Analyzes data gathered and develops solutions or alternative methods of proceeding.

Documents findings of study and prepares recommendations for implementation of new systems, procedures, or organizational changes.

Confers with personnel concerned to ensure successful functioning of newly implemented systems or procedures.
