This is a high-level position responsible for the overall health center management of theMiami-DadeCountyHealthDepartmentDowntownCenterwhere multi-programmatic services are delivered. This individual has full responsibility for providing facility and administrative support to all programs and private tenants which are housed in the building. The incumbent will have authorized “need to know” access to confidential client records, databases, and employee files.
Responsible for facility management. Oversees, directs, and evaluates all the functions of the Center including development, implementation and monitoring of Center’s budget. Responsible for opening/ closing of facility, building security and security services, alarm setting and responding to alarm activation after hours appropriately. Ensures that facility space and grounds surrounding the center is maintained to housekeeping and safety standards and equipment is in working order. Oversees maintenance to include repairs, remodeling or other construction, purchase orders and payment for services. Ensures mandated fire drills and emergency protocols are followed and security/safety of all staff at the Center.
Assists in the identification of center-wide operational issues and serves as champion in the resolution and implementation of administrative policies and procedures including utilization of shared spaces and implementing special projects and assignments. Fosters an environment of continuous improvement across all programs and staff operating within the center, and provides leadership to center staff to improve processes and business results. Monitors and posts center business results and process indicators and utilizes data to ensure client centered and cost effective, fiscally responsible delivery of services.
Coordinates clinic activities in conjunction with programmatic managers to include hours of operation, client appointment schedules, patient flow, medical records flow, staff scheduling, and leave and attendance. Oversees customer service surveys, comment and complaint processes, and customer service improvements for the center services.
Supervises assistant administrator over CASS operations. Ensures the client administrative support services (CASS) including client reception, appointments, eligibility and payment determination, cashiering, and medical records are provided following established DOH and MDCHD policies and procedures and programmatic requirements.
Responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate.
Participates /organizes community activities to advance the health agenda and improve health indicators in the area. Liaison and builds excellent rapport with community groups, agencies, and/or activists. Coordinates community marketing for theMiami-DadeCountyDowntownHealthCenter.
Participates in MDCHD workgroups and meetings and attends required trainings. Coordinates with other center administrators, senior staff and program managers to implement systematic policies and procedures across all Centers. Provides leadership to developing a strategic plan for the health centers and implements the plan at theDowntownCenter.
Performs other related duties as required. May be required to work during or beyond normal work hours or days in the event of an emergency. Emergency operations function required of the incumbent include, but are not limited to Special Needs Shelters, Red Cross Shelters, or other emergency functions.

Consults with medical, business, and community groups to discuss service problems, coordinate activities and plans, and promote health programs.
Develops the design of instructional materials and in-service training for employees and the community.
Inspects facilities for emergency readiness and compliance of access, safety, and sanitation regulations and recommends building or equipment modifications.
Provides technical assistance to other agencies regarding health services.
Manages all activities relating to the inspection and testing of agricultural products for fitness for human consumption.
