SUMMARY
Primarily responsible for the corporation onboarding process including recruiting, staffing, relocations, expatriate & immigration, exit interviews and related reporting for the corporate office with oversight and support to field locations. Additionally responsible for community activities, maintenance and updating of the HR component of the Intranet, and maintenance of the job description database. Provides support to the Manpower Planning Process.
ESSENTIAL DUTIES AND RESPONSIBILITIES
* Leads corporation recruiting initiatives and onboarding processes for the Corporate offices while providing direction and support to all field locations.
* Develops marketing strategy for recruiting including communication materials, image advertisements and target populations (external and internal candidates).
* Development and refinement of all recruiting sourcesincluding colleges, technical schools, professional organizations, job fairs, internet sources, social media, professional contacts and recruiters in order to fill approved requisitions.
* Manages all recruiting systems and databases.
* Administrator for pre-employment assessments.
* Develop a base of avenues for advertising vacant positions including professional trade journals, internet, newspapers, universities, professional organizations and job networks.
* Review and screen corporate applicants.
* Maintenance of job listings and postings via internal and external systems.
* Create and maintain all agreements with staffing and recruiting agencies for full time and contract positions.
* Generates weekly, monthly and annual recruiting and staffing reports including updates, sourcing and cost analysis.
* Coordinates background checks, reference checks and drug screens as well as any applicable applicant testing.
* Generates all required documentation and approvals for recruiting positions including requisitions, status change notices, job description updates, comparative salary analysis, offer worksheets, offer letters, network system access, and announcements. Manages the I-9 documentation and record keeping process.
* Conducts new hire orientation and exit interviews including development of materials and processes.
* Coordinates relocation program including review with employees, vendor coordination, reporting and cost analysis. Tracks relocation expenditures and verifies expenses are within policy. Responsible for monthly, quarterly and annual reporting including the year end gross-up tax calculations in conjunction with payroll.
* Coordinates the expatriate and immigration programs for the corporation working with the Manager-Human Resources and outside counsel to ensure compliance while meeting business requirements.
* Provides support to the Manager-Human Resources in the Manpower Planning Process coordinating with all field HR staff to determine headcount budgets and staffing plans for current and upcoming years.
* Maintenance of job description database for the corporate office as well as coordinates with field locations to ensure corporation?s database is kept current.
* Community Activities ? coordinates community relations activities including blood drives,United Way, Jr. Achievement and the Westlake Scholarship Program.
* Back-up for updating & maintaining the Intranet for HR, Benefits and Payroll.
* Provides public relations support to the Sr. Vice President, Administration as requested.
* Understands Company benefit plans, and all human resources policies and procedures, and assists HR Manager in communicating them to employees and management.
* Responsible for documentation of functional processes.
* Conducts annual review of the job description.

EDUCATION and/or EXPERIENCE
BA from an accredited four-year college or university in Human Resources or related field with 5+ years Human Resources experience preferred. PHR or SPHR certification preferred.
QUALIFICATIONS
Knowledge of recruitment, compensation practices, employee relations and employment law. Knowledge of methods, principles and techniques of organizational analysis, classification and compensation. Must have persuasion and negotiation skills when resolving employee relations problems and when interacting with management personnel. Strong written and oral communication skills are required in order to provide consultation and information to employees and management. Ability to respond to common inquiries or complaints from employees, customers, regulatory agencies, or members of the business community. Ability to write reports or articles for publication that conform to prescribed s tyle and format. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions and percentages. Ability to define problems collects data, establish facts, and draw valid conclusions.
Travel up to 10%including air travel or auto travel.
