Summary Provides support to the Vice President of HR to ensure alignment of Human Resources support with the business strategy and needs in the areas of employee relations, workforce planning, compensation, talent retention, training and development and organizational design. Develops and delivers effective solutions to employee-related issues. Under the direction of the Vice President of HR, may provide support and counsel to management and employees with regards to performance and talent management, interpretation of company policies, contract start-up, and labor relations. Participates in developing department goals, objectives, and systems.

1. Maintain compliance with federal and state regulation concerning employment. 2. Identify legal requirements and government reporting regulations affecting human resources functions and ensure policies, procedures, and reporting are in compliance. 3. Manage internal training programs, identify training needs, and develop training presentations available to managers. 4. Oversee HR processes to include new hires, promotions, transfers, and terminations, and compile employee statistics for government reporting and report them to Corporate in a timely manner. 5. Conduct exit interviewing when appropriate. 6. Monitor and maintain affirmative action program commitments. 7. Partner with Vice President of HR in all Labor Relations/Union Negotiations. 8. Coordinate with Talent Acquisition and implement HR participation in contract transition plans. 9. Oversee and/or provide instruction to employees on HR policies, procedures, and benefits. Respond to inquiries regarding policies, procedures, and programs. 10. Oversee benefits administration functions including records maintenance of benefit plan participation such as insurance and disability. 11. Oversee maintenance of performance review program to ensure effectiveness, compliance, and equity within organization. 12. Provide job relations counseling, conflict resolution and avoidance, and policy interpretation and grievance processing for managers and employees. 13. Manage personnel legal issues including conducting internal investigations and providing support to in-house legal counsel and outside legal counsel by coordinating and providing information for agency responses to include EEOC, OFCCP, and DOL complaints and charges. 14. Support the Talent Acquisition, Business Development and Operations Teams during proposal development to include pricing exercises and recruiting during upsurge and peak periods. 15. Act as Team Lead on new contract award startups and transitions. 16. Support training for all contracts/programs detailing employee relations, personnel administration, supervisory management, and employment law. 17. Prepare and maintain staff handbooks to ensure that the workforce is aware of company policies. 18. Provide governance over HRD projects, as directed by the Vice President. 19. Other duties as assigned
Supervisory Responsibilities Responsible for supervising Human Resources Generalists/Business Partners, Human Resources Analysts and Human Resources Technicians.

· A valid U.S. Driver's License
Minimum Required Education and/or Experience · Minimum of 8 -10 years of human resource experience in a Federal contracting arena including administration of the Service Contract Act, and Collective Bargaining Agreements REQUIRED · Experience in matrixed , multi-state, multi-location, high-growth operations/organizations REQUIRED · Minimum of 4 years supervisory experience. · Bachelor's degree in human resources, business management, organizational development, or other related field. MA/MBA preferred. · Sound knowledge and understanding of strategic HR processes. · Ability to travel up to 25%.
Computer Skills · High degree of proficiency with office technology; Windows and Microsoft Office, Adobe Acrobat and familiarity with HRIS systems. · Deltek Costpoint, ADP
Certificates, Licenses, Registrations, Clearance: · Professional in Human Resources (PHR)/Senior Professional in Human Resources (SPHR) certification is highly desired. · Not required to start but must have the ability to obtain a Secret Clearance
