Vangent is an Equal Opportunity Employer M/F/V/D. Responsibilities Vangent's Health Solutions Business Unit currently has an opening for a Program Manager in our Falls Church, VA offices. The Program Manager will serve as major point-of-contact and provide supervision and guidance for all Vangent and contractor personnel assigned to the task order. The Program Manager is responsible for the quality and efficiency of the program including both technical issues and business processes. The Program Manager will assign tasking to Vangent and contractor personnel, supervise on-going technical efforts, and manage overall task order performance.
In addition to people leadership responsibilities, candidate will be accountable for leading a large highly complex project to manage, secure, maintain, and move data center infrastructure and application environments . Core responsibilities of the senior program manager in this role will include:
¿ Coordinating between, software vendors, application teams and shared infrastructure services organizations to deliver appropriate solutions ¿ Serving as a translator between many different organizations, contractors, sub-contractor, military, and civilian federal employees to ensure timely and quality service delivery ¿ Facilitating brainstorming process with regard to solution development, planning, risk identification and mitigation surrounding large data center creation and transition support ¿ Overseeing the Release Management, Capacity Management, Service Validation and Testing, and Incident/Problem Management processes ¿ Supporting a complex set of environments which integrates diverse technologies ¿ Cultivating and maintaining inter and intra departmental relationships ¿ Coordinating and utilizing managed infrastructure services in the most optimal manner given challenges of a DOD environment ¿ Effectively coordinate integration of outside business partners efforts into the overall project plan ¿ Participate in commercial partner/account executive dialogues to describe and clarify various data center program processes
The Program Manager will ensure successful development and delivery of all program and project deliverables. Establish a working governance structure that appropriately coordinates the client, Vangent internal support resources, partner, and other government contractor activities and ensures timely decisions and properly manages the on-going work. Ensure all activities align and support the program vision, goals, and client objectives. Verify and validate the program work streams ensuring adherence to best practices and standards. Conduct and lead regular reviews, ensure there is accountability in place for all stakeholders. Optimize performance across partners and the client both functionally and technically. Track basic costs together with the wider costs of administrating the program. Provide the infrastructure necessary to complete the program and confirm its in place and operational. Lead the development of the program plans required for success including an integrated master schedule. Monitor and control the program activities in accordance with a mutually agreed upon, client and Vangent, master plan. Continuously assess performance, eliminate bottlenecks and unnecessary processes, while systemically applying learning and knowledge to the program to improve performance. Appropriately manage the client and project team to ensure all project deliverables are completed on-time within budget. Qualifications 12+ years of complex government program leadership experience managing large, mission critical programs - 5+ years of program management experience in the federal healthcare/ commercial healthcare marketplace - Experience with Government Cost Plus and Firm Fixed Price contracts - Strong skills and experience, specifically in the area of IT modernization, IT infrastructure, IT application implementation and training, release management, and program management. - Demonstrated experience in leading large government programs with significant government involvement and governance - Excellent written and verbal communication skills - Proven history of proactively developing and maintaining strong customer and team relationships - Strong management skills and capability to develop & retain top talent - Proven track record of negotiating complex and strategic contracts - Proven ability to proactively manage issues and mitigate risks using straightforward approaches - Mastery and understanding of information and security best practices, processes, standards, and implementations - Ability to live and work in the Washington DC area - Must be a U.S. Citizen, and must be able to obtain a security clearance for IT ADP-II
Additional Desired Qualifications: -- Strong business acumen, financial and organizational knowledge within the healthcare domain - Technical and functional knowledge of health information systems for direct care operations like Military Health. -- Secret clearance - Experience with CMMI, ISO - PMP Certification - Experience as a PM in highly visible, DoD acquisition certified programs (e.g., ACAT 1 or 1a)
