Program Manager Parsons is currently seeking candidates to fill an upcoming Program Manager position development work in South Sudan. The anticipated program will complement and enhance the USAID/South Sudan portfolio by promoting stabilizing influences, i.e. tangible evidence of peace dividends in vulnerable (conflict-prone) communities through the implementation of small activities and grants.
Duties: The Program Manager will lead the home office and field teams in all work activities, understand and monitor all official USAID and South Sudan documentation, technical and operational aspects relative to the program delivery. He/she will assume responsibility for contractual quality assurance, control and compliance, and reporting. He/she will also coordinate recruitment of STTA and LTTA in collaboration with Parsons Talent Management, Program Management, and business development.
Qualifications: Qualifications:
Bachelor's degree from an accredited college or university and a minimum of 15 work experience, including at least 5 years of experience working directly with USAID projects in management. Other donor agency experience may be considered.
Experience in managing projects in South Sudan is a plus, or other African (particularly East Africa or post conflict) nations and living or working in similar developing countries.
Proven skills in technical and financial project reporting to donor organizations or governments.
Extensive knowledge of USAID regulations and policies (including AIDAR, FAR, ADS and relevant State Department regulations).
Excellent interpersonal skills, ability to work independently and lead a team.
Strong organization and prioritization skills, communication, and attention to detail.
Prior experience with the administration and monitoring of in-kind and cash grants under contract a plus.
Ability to travel abroad on short notice for short term assignments.
