PROGRAM AND POLICY ANALYST-ADV MGT Preview Exam

If you are, the Division of Animal Health has a great opportunity available Duties: This position is responsible for division-wide program planning and evaluation and policy analysis for animal health issues, related legislation, administrative rule development, program planning and biennial budget preparation. The position analyzes alternatives, makes recommendations to division management, participates in the decision-making process, plans and formulates projects and coordinates implementation. The position is part of the management team which assists the Animal Health Division Administrator in setting policies and making operational decisions.
This position coordinates several key functions for the division. Management and coordination responsibilities include development and renewal of the division?s strategic business plan, testing and integration of program, system and process, budget projections, development of administrative rules and related material. This position also coordinates division-level planning, development and training.
This position works with federal, state and local government officials and representatives of the business community and the public to address important public policy or operational issues. The position also carries out public outreach activities and may represent the division and the Department in public forums. Special Notes: A criminal background check will be required. Job Knowledge, Skills and Abilities: *Extensive knowledge in strategic business planning and project management. *Extensive and effective written and verbal communication skills, including ability to write comprehensive reports. Ability to communicate effectively with science professionals (internal and external), government officials, including legislators, Department Administrators, and the agricultural community. *Extensive knowledge and skill in performing analytical assignments in planning, work planning, program evaluation, policy analysis, and methods and procedures development. *Knowledge of financial analysis, and related data collection and analysis. *Considerable knowledge of budgeting (governmental budgeting a plus) policies and procedures. *Knowledge of research and analysis techniques and skill in their usage. *Knowledge of the legislative process in Wisconsin, including, but not limited to, the functions of the committee system, procedures for passage of legislation, the budget process and the legislative review of administrative rules. *Knowledge in public administration and government administrative procedures, including regulation and statutes. *Ability to communicate with and facilitate projects with staff of various levels of responsibility (e.g. from Division Administrator to program support staff) to ensure projects are completed accurately and timely.
