Need Parsons is looking for a Sr. Project Controls Manager that will develop, manage, and/or executes all phases of the project controls effort (planning/scheduling and cost analysis) for this large complex construction and operations project. The successful candidate will manage a staff of 20 using diversified knowledge of project controls activities, including Earned Value Management System (EVMS) requirements and financial analysis in order to effectively manage the project requirements. The selected candidate will provide guidance, direction, and specialized assistance to the project and the Project Controls Department in resolution of difficult and complex project controls issues. Regularly interfacing with an on-site client team, project management and all other inter project departments you will attend meetings and prepare or review numerous scheduled reports that are submitted to both the internal and external clients.
This position manages a large team of Project Control Engineers/Specialists, financial and clerical personnel that produce, analyze, evaluate, and forecast project costs and schedules, maintains performance against an established resource-loaded schedule with critical and contractual milestones. Weekly, the group updates and analyzes both the schedule and cost performance against the planned values. Monthly, a comprehensive analytical status report is prepared and transmitted to the client that details schedule, cost, risks, variance anyalsis and assessment data including relevant charts and graphs. This position oversees the maintenance and reporting of the established certified and compliant EVMS system.
The Sr. Project Controls Manager is responsible for the management and participation in numerous client-sponsored reviews, audits, presentations and is expected to resolve and close any audit findings, deficiencies or recommendations for continuous improvement. Additionally, the Sr. Project Controls Manager is responsible for the financial preparation of monthly revenue adjustments, gross profit forecasts, analysis and overhead review for the sector in which the project is assigned. Yearly, this position prepares the business plan for the project with input and support from project personnel.
The Sr. Project Controls Manager also oversees the accounts payable function for the project, accounts receivable and billing for the project and the maintenance and execution of payroll for the craft labor. Addition responsibilities include; coordinates staffing requirements, assigns and supervises project work activities, provides guidance and daily direction and trains personnel. Completes performance reviews and provides personnel development for the assigned employees as well as any other responsibilities associated with this position as may be appropriate.
Qualifications: REQUIREMENTS:
- 15 years of project controls experience with supervisory experience.
- Proficiency in MS Excel and Primavera software required.
- EVMS experience required, EVP Certification preferred.
- A Bachelor's Degree in Business Administration, Finance, Construction Management or applicable discipline.
- US Citizenship required
- Department of Energy (DOE) experience preferred
SKILLS/COMPETENCIES:
- Requires basic engineering or construction knowledge and/or experience. Proficient PC skills including a proficiency in various software used in the Project Controls Department such as: Excel, Primavera, and PRISM. Proven ability to perform in a fast-paced, supervisory capacity, as well as a thorough knowledge of industry practices is required
