EnerSearch Group is currently looking forProject Directorto work for our prestigious client in Ontario.
Scope of Services: Provide owner's engineering services to support Ontario Power Generation's Biomass Conversion Program. The program objective is the conversion of selected coal fired units to fire 100% biomass at four generation stations, namely Atikoken and Thunder bay in north-west Ontario, Nanticoke and Lambton in south-west Ontario. As envisaged at this time, our clients' role is to provide OPG with PMC (A/E) services for the conversion program including conceptual and preliminary engineering, preparation of an RFP for the award of an EPC contract for each location, procurement support, construction management and commissioning of new and modified systems. Successful implementation of the program is very important to OPG and our clients , as this will support our clients and OPG's vision of becoming leaders in low greenhouse gas emissions. The program will be implemented for a minimum of seven and up to nine generation units at the above mentioned generation stations, for an estimated cost of 125MM per unit, resulting in a total project cost of about $900 to1,100MM dollars. The forecast in-service date for the first biomass conversion at Atikoken is June of 2012. The major equipment at each location comprises of the installation of a biomass material handling system (conveyor, hopper), biomass storage facilities (silos), feed conveyor, and equipment for biomass crushing to powder; burner modifications, boiler modifications and installation of an ash handling system.
Primary objectives: . To plan, co-ordinate and manage the conceptual design and preliminary engineering work, preparation of RFP for an EPC contract for each location, construction management and commissioning of the systems, by directing the assigned Project Manager for the generation station . To ensure clear agreement of OPG objectives and that these are met or exceeded. . To provide strong HSE and quality leadership
Specific accountabilities: The following apply as appropriate for the project scope: 1. Direct the Integration of the Project . Direct the implementation of all functions of project management. . Direct the internal company environment to meet the needs of a one billion dollar project. . Direct the project through its development stages.
2. HSE Management: . Work with the assigned project managers to ensure that HSE requirements are documented and understood by all project participants . Compliance with HSE procedures . Maintain HSE focus for project duration
3.Client Relationships: . Identify, document and communicate OPG requirements to the project team . Effective management of multiple stakeholders . Maintain and build healthy client relationships throughout the project. . Proactively resolve performance, scope, cost and schedule issues with the Client as they arise, in conjunction with the Project Managers.
4.Commercial Management: . Effective management of our clients/Client contract.
5.Scope Management: . Compliance with requirements of the contract . Effective change control process application . Manage and monitor project performance on an ongoing basis to identify issues and opportunities early and take pre-emptive action. . Manage project interfaces in conjunction with the Project Managers.
6.Time Management: . Direct the planning of all scope elements of the project, with the support of the Project Managers. . Engage in the development of a project schedules which allow work to be executed in a logical sequence. . Direct the management of the conceptual design and preliminary engineering, preparation of an RFP for an EPC contract for each location, construction management and commissioning of the systems . . Ownership of the project schedules.. . Timely and effective documentation turnover and project close-out. . Engage in the preparation of a monthly project report.
7.Cost Control: . Direct the planning and preparation of accurate project estimates. . Establish cost report for control of projects. . Monitoring and control of all cost aspects of the project to forecast costs, obtain approvals, identify trends and take action to avoid cost overruns and take advantage of opportunities . Assess performance of cost control system & personnel.
8.Quality Management: . Define the project quality requirements. . Ensure the right systems are in place and that these are applied on the project. . Compliance with our clients policies and procedures. . Implement lessons learned system
9.Team Management: . Provide clear and focused leadership for the project team to create a vision for project success and a strategy to fit that vision. . Focus team on achievement of milestones and other key project objectives. . Listen to the team, discuss the issues, resolve problems and direct activities to remove roadblocks and achieve objectives. . Participate in staff performance evaluations. . Identify and implement training requirements
10.Communications Management: . Effective communications with the project team. . Documented communication requirements. . Accurate, timely & effective progress reporting to the Client and internally to our clients Management. . Ongoing monitoring of the communication network between project staff, OPG and third parties and introduction of changes where required.
11.Risk Management: . Identify project risks and opportunities. . Monitor closure of all identified risks and opportunities. . Maintain the risk management focus throughout the project duration.
12.Design/Engineering Management: . Ensure that clear objectives set for the engineering team. . Assess the design activities and ensure a 'fit for purpose' design. . Monitor design activities, interdisciplinary data flow and communications.
13.Procurement/Contracts Management: . Ensure that clear objectives set for the procurement effort. . Work with OPG and procurement staff on proposing a procurement strategy for the Program and evaluation of bids for the EPC contracts.
14.Construction Management: . Set clear objectives for the Construction Team. . Monitor the Construction Management function to ensure safe delivery of the project within cost and schedule objectives.
