General Summary: This position provides functional business analysis and project leadership support for the Alaska Medicaid Management Information Systems (MMIS) Design, Develop and Implementation (DDI) of the ACS Healthcare Enterprise MMIS for the state of Alaska. This position is part of a virtual remote team located throughout the United States.
Essential Responsibilities: · Serves as subject matter expert for assigned functional area(s) · Serves as liaison between to the Alaska client, the technical development and the testing team · Analyzes business processes and performs needs assessments in an effort to align information technology solutions with business initiatives · Interprets business needs and translates them into system requirements · Writes business specifications and forwards to technical staff for system development · Provides functional and technical expertise in identifying, evaluating and developing systems and procedures that are cost effective and meet user requirements · Configures system settings and options, plans and executes acceptance testing, and creates specifications for systems to meet business requirements · Creates work plans and/or other tracking tools as needed · Determines methods and procedures on new assignments and coordinates activities of other personnel. · Organizes, leads and/or participates in business discussions with the client during review meetings, including suggestions of business process improvements and changes · Participates and supports testing of MMIS as needed through defect resolution research and/or test execution. · Participates in or leads cross-functional teams focused on the delivery of new or existing projects · Responsibilities include the overall planning, organizing, directing, controlling and delivery of all projects prioritized in alignment with the client's expectations and business needs · Ensures the ongoing process/system capability associated with projects and manages any changes required to meet or exceed the expectations established in project designs
Skillsets/Requirements: Bachelor's degree and 8 years performing similar role in related industry Medicaid (MMIS) / Healthcare Claims Processing / MITA Knowledge MAR, SUR, DSS, Fraud & Abuse (or some combination thereof) experience preferred Experienced with COGNOS, SPSS, and other similar analytical query tools preferred Knowledge of data warehousing concepts and data modeling structures (OLAP and Dimensional modeling) a plus Experience in Electronic Document Management and Optical Character Recognition solution implementations preferred Experience with Rational Unified Process (RUP) methodology and design artifact concepts a plus Software / Tools Experience: MS Office (Word, Excel, PowerPoint, Visio); MS Project; IBM Rational Tools (Requisite Pro, ClearQuest) preferred Self-Starter with ability to mentor other team members Excellent communication skills / verbal and written Experience in subcontractor / vendor management Ability to follow process documentation and standards Ability to communicate with accuracy and confidence at all organizational levels Ability and flexibility to work extended hours as needed
Location / Travel: Position can be at any remote location with appropriate home office environment to be provided by the employee. Requires 25-30% travel and accessibility to airport for travel as needed to onsite client location in Anchorage, Alaska.
