  • Program Manager for Operations & Maintenance (O&M) program in Iraq supporting the US Department of State (DoS). The Program Manager shall have the authority to commit the Contractor's financial resources, and act as the single point of contact with the U.S. Government, as required, to meet the overall requirements of the Operations and Maintenance Contract.

    The Program Manager is responsible for at least 4 dispersed sites

    with approximately 2,000 multinational employees to include: US-based P

    rogram Support Office, in-country management team, and various on site technical and general labor staff. The Program Manager has overall responsibility for the entire life cycle of a major program to include capture and bid preparation, transition and mobilization, and operational execution.

    Required Experience

    • The Program Manager should hold a Bachelor's degree in an engineering, construction, facilities, contracts or related field or equivalent schools training/certifications.

    • Minimum of 15 years' experience in related O&M support services and/or facilities management.

    • Minimum of 5 years' experience in providing such services to large critical facilities or

      operations in an overseas environment

    • Must hold a certificate from either IFMA as a CFM, BOMI International as a FMC, or Association for Facilities Engineers (AFE) as a CPMM.

    • Experience running Large Scale Facility structured O&M programs using CMMS Work Order management systems, RCM implementation, metrics/system performance analysis.

    • Must be eligible for and have the

      ability to obtain security clearance up to Top Secret clearance.

    Preferred Experience

    • At least 2 years of Principle Program Manager role with ultimate P&L responsibility of at least

      $50m annually

    • Previous relevant experience with US Government contracting including Department of State and/or USAID in deployed overseas location.

    • Relevant work experience in Iraq or similar austere environment strongly preferred.

    • Previous experience managing large multi-national workforces in overseas environment.

    • Practical experience working as a key member of a corporate bid/capture team on similar programs to include technical writing, cost build ups, oral presentations, and proposal panel review.

    Qualifications / Education

    • Must be a US citizen.

    • Minimum B.A. or B.S. degree from an accredited university or college in business management and/or engineering. Master's (engineering and/or MBA) degree strongly preferred.

    • Firm understanding of the Federal Acquisition Regulation (FAR) pertaining to simplified acquisition procedures and micro-purchase guidelines is desired.

    Soft Skills

    • Must be an effective leader and communicator who can work closely with senior government officials and staff professionals. Be able to establish and maintain good working relationships with government program managers, contracting officer representatives and government technical monitors.

    • Analytical thinking with the ability to translate dispersed activities into systemic workflows to drive continuous improvement.

    • Confident delegator who can empower experts on the team in the areas of subcontract management, financial, human resources, procurement, security and other program management activities.
