Duties: Under the supervision of the Executive Director, OHS Division, the Regional Director is accountable for the effective administration and enforcement of the Nova Scotia Occupational Health and Safety Act and Regulations within one of four regions of the province. The Regional Director is responsible for: the promotion and regulation of safe and healthy work practices; for effective administration of staff within the region; ensuring the effective and consistent inspection, enforcement and legal processes and practices by Inspection and Compliance Services staffs within the region at all regional office locations; the development and training of staff; performance management; managing the regions operations within budget and operational policies; efficient and effective delivery of operational programs within the region; and the quality of services delivered by regional staff (Occupational Health and Safety Officers and Administrative Support Personnel). The Regional Director contributes to ongoing initiatives to improve service quality by soliciting staff feedback, encouraging best practices, coordinating the work of the region and department, promoting cooperation and collaboration amongst key agencies and stakeholders and sharing information and ideas with counterparts. The Regional Director participates in policy and procedure development by serving on various Divisional committees, task teams, reviewing research and advising on proposed initiatives. The Regional Director ensures divisional goals and objectives within the region are achieved and is responsible for the region's financial allocation and prepares and administers the budget for the regional cost centre. The Regional Director requires demonstrated abilities in organizing, prioritizing, assigning and routing work to other regional staff and provision of services which require considerable initiative, judgement, communications skills and independence of action. The Regional Director communicates with employers, employees, labour and industry organizations, trainers, consultants, other Department of Labour and Workforce Development divisions and government agencies, enforcement agencies, crown attorneys and the media respecting divisional activities. The Regional Director is appointed as an officer within the meaning of the Occupational Health and Safety Act. As such, the incumbent is fully empowered to fulfill a direct role in the delivery of inspection, advisory, compliance promotion, mediation, investigation and enforcement services and will do so either alone or in conjunction with other staff. Qualifications: Candidates must have a valid Nova Scotia driver's license. The candidate must have a high level of technical ability or professional designation related to occupational health and safety in the workplace and knowledge of health and safety programs. The incumbent must have a minimum of seven years direct management experience, demonstrated leadership, practical analytical ability, effective interpersonal oral and excellent written communications skills, and the capability to function as a team member in problem solving, and critical and strategic analysis. The incumbent must have demonstrated strategic and achievement orientations and decision making abilities. The incumbent must be computer literate and have a working knowledge of WordPerfect. Knowledge of Corel and Microsoft products, and GroupWise or a similar e-mail program would be an asset. Preference may be given to candidates who possess a diploma or degree in an occupational health and safety or law enforcement-related field, and/or a University management or sciences degree.
