POSITION OVERVIEW:
Works as a Contract Specialist within a client's construction contracting organization on the entire contracting life cycle from pre-award planning through administration and closeout. Position will require working as an integrated member of the client's team preparing requisitions, writing technical specifications, developing contract terms and conditions, and assembling bid packages. Manages construction contract activity for multiple construction projects associated with Hydroelectric Power Generation facilities and related infrastructure. Working within a client's offices will be required and travel to project sites may be required during procurement planning before the contract receives final approval and during the life of the contract.
SPECIFIC RESPONSIBILITIES: • Participates in planning of construction contracting activities for specific construction projects (e.g., risk assessment, bid/no bid analysis, participation in business plan development, etc.) in accordance with client's procurement policies, standards, procedures, and matrices of authority.
• Provide technical guidance to assigned personnel (if assigned), and ensures proficiency and timeliness of contract administration. May ensure that new employees receive orientation in client and company policies and procedures.
• Collaborates with project management and engineering to ensure proper support in the development of requisitions, technical specifications, contract terms and conditions, bid packages, bid evaluations, awards, and potentially as well as contract negotiations and administration.
• May reviews requests for proposals to identify risks and contractual terms not conforming to the client's policies.
• Will be required to work with and among multiple client stakeholders in a highly matrixed organizational structure.
• Maintains an active participation in related professional societies to keep abreast of relevant contractual issues.
• Performs other responsibilities associated with this position as may be appropriate.
Qualifications: PREFERRED EDUCATION/EXPERIENCE: 4-year degree in Business Administration, Finance, or related field and 12-15 years of prime contract administration experience within a large international engineering and construction firm is required.
SKILLS/COMPETENCIES: Requires a comprehensive knowledge of industry business practices and the negotiation of prime contracts. Incumbent must also possess strong written and oral communication skills, excellent interpersonal skills, and a working knowledge of PC software packages typically associated with contract administration. Proven ability to perform in a management capacity is also required.
