This position will work in the Flagler County WIC Agency under the direct supervision of the Sr. PH Nutritionist Supervisor/WIC Coordinator, but with independent decision making responsibility. This position will provide administrative support for the Flagler County WIC Agency and may issue WIC checks, as needed.
Prepares and completes the WIC Monthly Report and of Program Operation of Reimbursement of Administrative, Client service, Nutrition Education and Breastfeeding Promotion costs in accordance with procedures outlined in HRSM 150-24. Processes purchase order requests to ensure necessary approval and justification is obtained, ensuring only salaries/benefits and other expenditures directly attributable to the WIC Program are charged. Maintain accurate and substantiated documentation for WIC expenditures, tracks department expenditures and investigates those expenses which do not coincide with department requisitions. Completes purchase requisitions in MFMP, following purchasing guidelines for the health department and for the WIC Program. Requests WIC Bureau approvals for purchases above the designated threshold or by category, prior to placing order. Receives/verifies drop shipments from the WIC Bureau, logs and distributes to the sites. Collates and completes surveys and responses to the WIC Bureau.
Provides WIC Vendor Management for Volusia/Flagler County in accordance with Federal Regulations and Procedures by screening and assisting vendors with application/reapplication process; renews vendor agreements; conducts vendor training with cashiers and managers; provides technical assistance in check redemption procedures to WIC vendors/participants; reviews monthly reports of check redemption errors provided by WIC management systems to determine possible program abuse by vendor or participants; writes up contact reports on consequences of program abuse following federal guidelines; devises a report with numbers/types/percentages of errors per month , the number of checks and total dollar amount of checks redeemed per month/year-to-date to present to WIC vendor staff on quarterly in-store visits; establishes/maintains vendor records to ensure information is current; tracks vendor contacts on a quarterly/yearly basis. Provides inventory management for special/sample formula, food instruments and ID cards. Assures all reports are worked for the check issuance system.
Provides administrative support for HR function assuring current procedures are used: Prepares paperwork for advertised positions; researches interview questions, updates willingness questionnaires and screening criteria; prepares CAR forms; keeps position descriptions updated with required phrasing; updates vacancy list as required; tracks required trainings for staff including breastfeeding orientation and nutrition modules; arranges viewing of teleconferences for staff at different sites; maintains annual schedule for training and staff meetings.
Assures all staff have assignments for special needs shelters. Develops orientation packets and training schedule for each new employee. Tracks distribution and retrieval of all required documents for staff including module tests, professional licenses, purchasing acknowledgments and semiannual certifications and assures they are on file by the deadline. Disaster Training: Maintains a spreadsheet of all training received by individual staff. Tracks completion and assures deadlines are met.
Completes and distributes staff meeting minutes assuring "Action" items are noted. Assures sign in sheets and handouts for meetings are kept on file according to retention schedule. Maintains department files assuring all required documentation is included. Arranges for destruction/storage of files for all sites according to the current retention schedule. Liaison for IT connections and phone service. Assists site supervisors and senior nutritionists with needs for site operations. Provides backup WIC check issuance as needed. Coordinates input for revisions to local policies and procedures. Enters QI data into organizational dashboard as required. Assists in preparation of reports. Initiates special projects according to need of department and organization. Develops spreadsheets for tracking grants and other program activity. Assists in completing the budget module by collecting and compiling data for budget input.
Compiles nutrition program plan from feedback from staff. Distributes plan to reviewers and tracks according to deadline date. Completes WIC Coordinator's calendar for recurring appointments, grant meetings, 1:1 meetings with direct staff. Attends administrative type staff meetings representing the WIC and Nutrition Services department.
Community Outreach: Maintains databases with current information; mails outreach information to providers and organizations per the WIC Coordinator. Provides outreach services in the community as needed. Provides information and gives appointments to callers at the WIC Office. Assists in preparation of public service announcements and in submission of community health promotion copy for various publications and media.
Completes travel authorizations and reimbursements for staff in a timely manner. Processes pre-registration and advanced travel arrangements for staff. Assures roll call lists for evacuations are kept current and displayed in administrative office and any outlying WIC sites.
As Information Custodian, ensures that data set(s) or area under his/her responsibility are available only to those who need to know; protects the integrity of assigned data set(s), and assists the security coordinator as needed to comply with policies and procedures as well as the responsibilities described in DOH security policy 3, areas of responsibilities for Information Custodian.
Attends meetings and trainings as required. Displays good customer service with WIC clients/general public and co-workers.
Recording of Daily Activity Records (DARs), Employee Activity Records (EARs) and Client Services Records (CSRs) is critical to Volusia County Health Department’s operational budget. Based on these requirements, all data must be recorded accurately in the local clinical database within 10 days of actual service ate for compliance with programmatic and administrative guidelines, with no less than 95% compliancy for any given timeframe. Other related duties, including performing emergency shelter duty as assigned.
