STORMWATER COMPLIANCE SPECIALIST
JOB SUMMARY Designs, implements, and monitors facility's stormwater compliance program. This includes performing and managing planning efforts, technical studies of pollutant sources, treatment and control options, data analysis, and implementation planning including life cycle cost analysis. Service areas include development of programs to comply with NPDES permits; develop watershed action plans and TMDL compliance strategies; planning, design and implementation of innovative BMP's and source control applications PRIMARY RESPONSIBILITIES * Complies with federal, state, and local environmental regulations by preparing compliance plans and permits; presenting information at agency hearings and public forums; studying existing and new legislation; anticipating legislation; enforcing adherence to regulation and testing requirements; forwarding regulatory information to production areas; advising management on needed actions; building and maintaining rapport with regulatory compliance and inspection personnel * Prepares storm water pollution prevention plans (SWPPPs) * Works with agencies in on noncompliance issues * Responds to public inquiries and investigates complaints related to drainage and flooding, environmental code requirements, and Stormwater Management Ordinance violations * Performs high-priority field surveying within potentially problematic areas to locate prohibited pollutant discharges into the stormwater drainage system * Interprets results from water and soil samples * Analyzes water samples using on-site field instrumentation to characterize the constituents of pollutant discharges and identify possible sources * Coordinates and enforces compliance with construction general activity permits and corporate requirements * Designs projects to improve and stabilize open drainage channels using bioengineering, stream restoration, and hardened structure techniques * Conducts site specific assessments within ditches and streams of prospective, on-going and completed drainage maintenance projects * Inspects stormwater Best Management Practices by assessing the integrity of control structures; measures sediment deposition and identifies aquatic plant species * Identifies areas within existing developed locations suitable for retrofitted stormwater Best Management Practices (BMPs) * Communicates to the community on stormwater pollution through educational materials and public presentations * Records Stormwater Management Ordinance investigation and enforcement activity. Reports soil, surface water, and groundwater contamination and non- permitted construction activities and land degradation to the appropriate state and federal regulatory agencies. Submits complaints and work orders to appropriate departments QUALIFICATIONS Required: * Must haveone of the followingregistrations or certifications, and appropriate experience as required for a: * Californiaregistered professional civil engineer; * Californiaregistered professional geologist or engineering geologist; * Californiaregistered landscape architect; * Professional hydrologist registered through the American Institute of Hydrology * Must have successfully completed the California State Water Board-sponsored or approved QSD training course. * Must haveat least 5 years of recent experience managing a major facility's stormwater compliance program in California for industrial and for construction activities (greater than 1 acre). * Must be available to work at least 3 days/week. Preferred: * Detailed knowledge of stormwater-specific program development, regulatory compliance, public process, cost estimating and cost forecasting, ratemaking, and the data and systems used to support stormwater utility, program planning, and ratemaking efforts. * Excellent analytical, technical writing and oral communication skills. * Knowledge of geographic information system software, such as ArcGIS, a plus. * Knowledge of northern California municipal stormwater programs and regulatory environment, including experience with the design and implementation of Best Management Practices (BMP's).
