Subcontracts Manager 2
The Subcontract Manager develops subcontract specifications, statements of work, and terms and conditions for the procurement of specialized materials, equipment and/or services. The Manager prepares bid packages, conducts bidder conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. The Manager negotiates and coordinates additions, deletions, or modifications to subcontracts.
The Manager is responsible for overseeing subcontract administration and direct supervision and management of the staff. The Manager is responsible for providing objective-oriented direction to subordinates utilizing management guidelines and general policies. The Manager directs the activities of subcontract administrators in developing specifications, work statements, and terms and conditions for procurement of specialized materials, equipment, and services. The Manager participates with contracts administration and purchasing to develop subcontract policies and procedures. The Manager reports to Director of Global Supply Chain.
Basic Qualifications: Minimum of 10 years managing defense/aerospace supply chain support that includes managing suppliers and developing partnerships.
• Ability to obtain a secret security clearance
• Experience working with fixed price subcontracts/purchase orders,
• Working knowledge relating to special payment provisions (progress or performance based payments).
• Thorough understanding of the RFP process, pricing instructions, terms and conditions and methods by which to determine the adequacy of subcontractor proposals received.
• High degree of knowledge regarding the Federal Acquisition Regulation (FAR), with specific working knowledge of Parts 15 (Contracting by Negotiation) and 31 (Contract Cost Principles and Procedures); Cost Accounting Standards (CAS); and Defense Contract Audit Agency (DCAA) audit procedures
• Excellent organization and reporting skills
