Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.
Specific Job Description:
The Chief Technologist shall be the lead technical strategist and thought leader providing strategic guidance, innovative approaches to problem solving, and direction to the team. The Chief Technologist shall be responsible for defining and maintaining technical architecture and services framework for development activities tasked on the contract; providing technical guidance to staff members; and ensuring compliance of developed solutions to technical architecture and services framework. The Chief Technologist shall ensure development activities are coordinated across all tasks to increase efficiency and minimize duplication of effort. The Chief Technologist shall be a recognized expert in software service-based architectures. The Chief Technologist, along with the Program Manager and the Software Development Manager shall form the triad for managing and directing all development activities tasked under the contract. Required Skills: Masters' degree from an accredited college/university in a related field (e.g computer science, software engineering, or related discipline), with 20 years of professional experience.
Candidate is considered an expert or authority in the discipline
Eight (8) years demonstrated experience leading large technology efforts (>75 developers) and performing the functions outlined above for contracts in excess of $35 Million per annum with multiple projects and contractor teams. Five (5) years demonstrated experience in the design and development of relational databases Two (2) years demonstrated experience in the design and development of cloud-based systems, architectures, and analytics development.
Specifics Job Requirements This position provides systems engineering, systems integration and business process reengineering support the modernization of the agency's business systems. Skills and experience required include: .Ability to develop architecture products to document and verify requirements are satisfied throughout the systems engineering process. .Ability to document and manage the interface specifications for large systems as well as large System of Systems (SoS) environments. .Ability to analyze requirements, CONOPS documents, and high-level system architectures to develop functional requirements and system designs. .Ability to evaluate architectural and system design artifacts to identify and validate system components, interfaces, data flow, and dependencies large-scale development programs. .Ability to perform portfolio, program and project level requirements analysis and requirements allocation planning, which ensures integration and alignment of development and implementation activities across multiple development programs. .Ability to establish business criteria (cost benefits analysis, etc.) used to quantify a solution alternative's business value and costs, enable the comparison of the alternatives based on facts and data, which result in the ability to make and defend recommendations as well as provide insight into the impact of selecting alternative option(s). .Ability to analyze business capabilities (e.g. interacting with functional, technical, and system design personnel to understand business effects and integration points). .Ability to perform system analysis (e.g. trade studies, performance analysis, modeling and simulation, or interface definition, and risk and opportunity analysis). .Ability to analyze interfaces and dependencies, define/refine functional and physical interfaces (internal/external), and identify and manage dependencies among multiple programs. .Ability to analyze functional requirements, system requirements, business process as-is and to-be diagrams, data flows, and high level system architecture to identify capabilities requiring integration planning. .Ability to model and test non-functional requirements to ensure the following topics are considered in the design phase for new business systems; non-functional requirements include technical and security standards, corporate and business policies, external dependencies, and infrastructure constraints. .Ability to identify and analyze technical design alternatives using the established business criteria, rank the alternatives and make and defend allocation recommendations as well as provide insight into the impact of selecting alternative option(s) to include writing white papers and recommendations on implementation alternatives.
