Test Engineer 3 (NATO)Test Engineer 3 (NATO)Tracking Code7004-237Job Description The Engineer Test 3 will be directly responsible for the planning, execution, data collection, data analysis, and report production in support of the Coalition Interoperability Assurance and Validation effort. This effort will be primarily focused on joint and coalition Intelligence, Surveillance, and Reconnaissance but will require in-depth knowledge of geospatial intelligence as well as multidisciplinary collection management. Must function under minimal supervision with a full range of responsibilities in support of a variety of programs at the Joint Interoperability Test Command. Analyst will decompose operational and interoperability requirements and capabilities to support test planning, write technical plans and reports. Analyst must research, gather, and analyze all information and documentation germane to the mission threads (mission, tasks, and system-level) under assessment, Concepts of Operation, Standard Operating Procedures, and the supporting systems in order to plan, execute and report on assessment events. The candidate will develop basic assessment strategies to ensure the mission, task, and system-level measures are adequately assessed to determine their operational interoperability effectiveness and provide useable feedback to the Coalition warfighters. Basic qualifications include: Knowledge of the Joint Capabilities Integration and Development System, to include Initial Capabilities Documents (ICD), Capabilities Development Documents (CDD), and Capabilities Production Documents (CPD). The candidate must have an active secret clearance (top secret preferred). The analyst must also be able to collect, safeguard and array data at operational sites to assess interoperability and determine the operational effectiveness of information exchanges of coalition systems. The candidate must develop measures, scenarios, and specific use cases necessary to assess and validate the interoperability of US and Coalition systems. Additionally, the analyst will oversee and validate the data collection, safeguarding, and arraying of data collected by other team members.Required Experience Must have experience working in a NATO/Coalition environment working with others to accomplish shared tasks and responsibilities. The candidate must have credible, demonstrated experience with problem solving in a coalition environment. Specific experience working with NATO standards (STANAGS) as well as the US equivalents. The candidate must have operational knowledge of a multidisciplinary collection management process focused on answering the commander's priority information requests & information requests, tasking of assets, analysis of information, and the reporting process. Must have recent experience and working operational knowledge of Geo-spatial Intelligence programs and processes. Key assets or additional desired (but not required) skills include: Knowledge of COIs, MOEs, MOPs, data elements, data requirements, and data management procedures. Recent experience with command and control systems, combat support systems, intelligence, and logistics situational awareness systems. xperience in the operational and/or interoperability testing of DoD information networks or software intensive systems. Knowledge of the DoD 5000 series and DOT&E guidelines on testing software intensive systems.
