What You Will Do

Help shape the future of national security for the next 30 years. This is an opportunity for an exceptional leader to oversee Los Alamos National Laboratory (LANL) Weapon Production Directorate with over $1.2B in program budget authority and a staff of over 2300 engineers, scientists, and support staff. The directorate is projected to grow substantially over the next few years as the 30 pits/year mission is realized. Reporting to the Deputy Laboratory Director for Weapons (DDW), the Associate Laboratory Director for Weapons Production (ALDWP) serves as a member of the Laboratory's leadership team and leads the ALDWP Directorate responsible for production of weapon components at LANL.

Work performed within ALDWP provides war reserve (WR) components to the stockpile. These components include detonators and plutonium products such as pits. The directorate also provides support for stockpile surveillance, and support for nuclear non-proliferation programs. It is home to NNSA's Plutonium Center of Excellence, which provides capabilities central to the advancement of Plutonium (and more broadly Actinide) sciences. A key challenge for the Directorate is the re-establishment of WR pit production capability at production rates that support the national stockpile program.

ALDWP leads production and operations in several facilities including PF-4 (a Hazard Category 2 nuclear facility), the Radiological Utility O?ce Building (RLUOB), and the LANL Detonator Production facility.

Given hazards ranging from nuclear criticality to explosive handling, excellent conduct-of-operations is essential. Over the past several years, significant advances have been made within ALDWP in the areas of conduct of operations and waste processing. Maintaining and improving excellence in these areas is required as we advance our production capability.

Minimum Job Requirements:

Technical Leadership

Demonstrated successful experience as a senior leader of a large operationally complex technical organization delivering on a nationally significant program portfolio in a highly regulated environment, strategic and tactical planning and execution, customer service, product quality, continuous improvement, and management systems such as safety, security, configuration management, and conduct of operations. Demonstrated ability to lead and manage large engineering organizations and represent complex technical presentations to diverse audiences.

Personal Leadership

Strong leadership characteristics including integrity and accountability, fiduciary responsibility, commitment to quality and excellence in programs and operations, commitment to workforce diversity and human resource development. Demonstrated experience with leading change in a large organization.

NNSA Collaboration

Demonstrated success working across the NNSA complex, the broader Nuclear Security Enterprise, and industry to attract and retain engineering, conduct-of-operations and program management leadership and expertise.

Disciplined Operations

Ability to accelerate the transition of ALDWP to a mature production agency (PA) and improve coordination and partnership with the design agency (DA) as defined in the Defense Programs Business processes. Demonstrated ability to manage and resolve difficult DA/PA conflicts to develop robust production processes.

Coalition Building

Demonstrated ability to build and grow both internal and external relationships with a variety of constituencies, other R&D organizations, high level managers, direct reports, and other employees. Ability to accelerate growth of engineering capabilities including the areas of requirement engineering and management, systems engineering, production engineering, and quality engineering.

Communication

Excellent interpersonal, oral, and written communication skills and the ability to communicate effectively with all levels of personnel, both internal and external to LANL.

Compliance and Security

Demonstrated experience developing and implementing plans or programs to meet or exceed contractual requirements, performance measures, regulations, and laws including the proven ability to do so while operating in a highly sensitive or classified environment.

Clearance

Applicants must have the ability to obtain a DOE "Q" (Top Secret) clearance, which requires US citizenship except in very limited circumstances.

Education

This position requires a master's degree in physics, Engineering, Mathematics, Material Science, or related technical field and minimum of 15 years or experience, or an equivalent combination of education and experience.

Desired Qualifications:

Government Relations

Successful record of working with local and state governments in communicating complex institutional messages.

Familiarity with Environmental Regulations

Given the nature of the waste streams encountered, familiarity with the contractual requirements that govern waste disposal is desirable.

NNSA Laboratory Familiarity

Demonstrated experience with DOE Safety and security orders, interfacing with Laboratory management and a broad knowledge of operations and activities at the NNSA laboratories.

Active Clearance

An active DOE "Q" (Top Secret) Clearance

Work Environment:

Work Location : The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (~~~) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 (~~~) for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
