  • General Description:

    The Associate Director/ Senior Manager, US Transparency Reporting Operations will be responsible for coordinating with BeiGene's US partners in fulfilling BeiGene's obligations with regards to submission & filing of Transparency reports. This position will be the single point of contact for the US Transparency Reporting platform and would lead the management and support of this platform. This position will report to the Director, Commercial Data Management and will partner closely with Compliance, Procurement, & GTS organizations. This position will lead various initiatives involving onboarding, management & provisioning of expense data in accordance with the federal and state specific policies.

    Essential Functions of the job:

    • Responsible for collaborating with the Compliance, GTS and vendor teams to ensure timely submission and filing of external payment disclosure

    • Acquire in-depth understanding of the external payment disclosure policies, guidelines, process, systems, data, business rules & timelines

    • Collaborate with the internal (SAP, Concur) & external (vendors) data providers to ensure all expenses are successfully processed and integrated in the Transparency Reporting platform

    • Implement data quality checks to flag inconsistent and incomplete data, and a restatement process to get them re-processed, which will eventually help improve the completeness and accuracy of expense data and spend reports

    • Be aware of any changes to federal and state specific external payment disclosure policies and guidelines and work with stakeholders and vendors to get the same implemented in the Transparency Reporting platform

    • Setup repeatable process to onboard and integrate new vendors of expense data, both research and non-research, with minimal impact and downtime of the existing Transparency Reporting platform

    • Continue to improve and automate sustainable processes for ingesting, processing, storing & provisioning of expense data

    • Design a workflow for dispute management in case there are questions/follow-ups on specific expenses from the government agencies or customers

    • Setup a governance model, comprising of the Compliance, Legal, GTS and implementation vendor, to align on the process for timely payment submission, and report on KPIs/metrics on overall data quality and data trends

    • Support internal and external audits of the Transparency Reporting data, e.g. Internal Audit, Compliance, as necessary

    • Respond and support queries from Compliance or customers, as needed

    Qualifications:

    • Bachelors/ Masters in Accounting, Finance, Compliance or related field

    • 5-8 years of Pharmaceutical industry experience, with exposure to collecting and filing of Transparency Reporting

    • Awareness of the policies and guidelines (Open payment regulations, Open data Act etc) as it relates to external payment disclosure

    • Understanding of the various sources (internal/ external) of spend data, and associated challenges

    • Understanding of payment transparency principles

    • Working experience with large datasets

    • Experience in finance, auditing, quality assurance/control, SOX and/or risk management

    • Excellent written / verbal communication skills and presentation and project management skills.

    • Ability to coordinate needs assessments across the Compliance & other business organizations, and an ability to deliver a comprehensive solution

    • Demonstrated ability to work well within a matrix environment, and an ability to build solid relationships / make connections across the organization.

    • Must be able to identify operational weakness and implement corrective action / plan.
