    Summary:

    The Director, Technology Innovation & Transformation is accountable for fostering and coordinating efforts across D&IS in technology-driven innovation and transformation, including innovation & transformation project discovery and management; IT processes and process improvement; and strategy and planning across the Rush University System for Health (RUSH). Reporting to the Senior Director, Enterprise IT Strategy & Planning, the Director, Technology Innovation & Transformation provides strategic leadership and coordination of technology innovation & transformation efforts across D&IS, working in collaboration with the Center for Digital Health Enablement, the RUSH Intelligent Automation Hub, the RUSH AI Center of Excellence, Digital Solutions & Services, Cybersecurity and all components of D&IS.

    The Director coordinates the development of the technology innovation strategies for AI and intelligent automation, working with the leadership of these teams. This role serves as the facilitator for the RUSH AI Incubator team evaluating intelligent automation and augmented intelligence opportunities, and helps drive the evaluation and tracking of approved projects. In that role, this person establishes standards and processes for the AI Incubator workteam, and drives integration of technology innovations with RUSH's strategic priorities within IT planning in the department. The Director, through assessment of current and future clinical and business operations and technology solutions, proactively and reactively responds with IT solutions to support the growth and success of the enterprise. This person must develop and maintain positive working relationships with a wide-ranging group of executives, clinicians, business and technical staff.

    The Director will also work closely with the Information Solutions & Services and Digital & Information Services leadership teams regarding technology decisions, budgets, implementations, customer service and priority setting for IT investments, as well as administrative and day-to-day operations. The incumbent must perform all duties and responsibilities in a professional manner that exemplifies the RUSH Mission, vision and values and acts in accordance with RUSH policies and procedures.

    Required Job Qualifications:

    1. Bachelor's degree required.

    2. Ten to fifteen years of previous experience in IS management experience within a dynamic and complex health system.

    3. Demonstrated executive leadership skills with a mature sense of priorities and solid practical experience to implement the goals of the institution.

    4. Proven ability to design and drive change.

    5. Epic EMR, Salesforce (HealthCloud) and/or ERP (Workday) implementation and optimization experience preferred.

    6. Possess the ability to identify and resolve highly-complex ethical, strategic, and healthcare operational problems.

    7. Experience in the delivery of complex application initiatives.

    8. Experience with repeatable application delivery and support processes and deliverables.

    9. Demonstrated ability to select and integrate major application systems and services.

    10. Experience in a role requiring budget responsibility and line management accountability.

    11. Experience in application management, driving best practices, standards, measurement, and service-oriented architecture approaches.

    12. Demonstrated effectiveness as a thought leader and business partner to senior operating leaders.

    13. Demonstrated strong application background with program management, project management, and execution and delivery oversight, with attention to detail around metrics, accountability, and operational excellence.

    14. Proficient level of knowledge of applicable data privacy practices and laws.

    1. Develops and directs the Technology Innovation & Transformation function within D&IS and collaborates with senior management to introduce technology innovations into the IT Strategic planning priorities within the department. Works with D&IS leadership to establish IT strategies for those opportunities prioritized, and to establish & foster a culture for innovation.

    2. Collaborates with senior D&IS leadership and the various centers and incubators to facilitate development of a strategic plans and processes that advance innovations, and which align with internal D&IS strategic objectives and RUSH enterprise business objectives.

    3. Oversees development of standards and processes for applying technology innovations across all D&IS service lines.

    4. Oversees development of tools and templates needed to support the DAI Incubator processes, including but not limited to playbooks, process flow diagrams, project plans/schedules, value statements and cost/benefit models.

    5. Directs appropriate resources internal and external to the Information Services department to conduct technology innovation assessments, develop roadmaps, innovation budgets and IT staffing plans.

    6. Collaborates with the senior D&IS leadership to establish innovation strategies and priorities for each IT service line and supported business as required to meet strategic objectives for those services, as well as for RUSH overall.

    7. Directs the assessment of industry leading technology innovation tools & practices on an on-going basis and supports strategies to continually improve our department's capabilities around innovation.

    8. Participates in organization wide planning activities to ensure information technology investments support the business plan as well as other tactical and operational priorities.

    9. Promotes effective, open communication and develops collaborative working relationships with all levels of staff, clinicians, educators, researchers and leadership.

    10. Contributes in enterprise wide committees, task forces and performance improvement teams.

    11. Keeps senior leadership and Digital & Information Services staff informed of key projects, activities and/or issues for areas managed.

    12. Mentors, develops recruits and retains a proactive, service-oriented team. Fosters an environment that promotes professional growth and staff development through effective leadership and education. Oversees the selection, development, management and evaluation of indirect reports and professional services required to support department efforts.

    13. Develops and recommends departmental and corporate policies and procedures for acquiring, implementing, supporting and using information systems and services.

    14. Effectively manages and leverages information technology vendor relationships to achieve strategic alignment and maximize value for RUSH, including vendor performance and adherence to contract terms and conditions.

    15. Stays current and knowledgeable regarding advances with technology in the industry including maintaining an understanding of national initiatives such as interoperability, digital health, CRM, telemedicine and population health management.
