    TheDirector, Federal Government Relationsis responsible for the advancement and implementation of strategy, relationship development and public-policy engagement initiatives with members of Congress and their staff, federal policymakers and other opinion leaders relative to the legislative and regulatory environment. The candidate assists in the devising of strategies for federal government relations engagement and is directly responsible for cultivating and managing allied group relationships. This position reports to the Senior Director, Federal Government Relations.

    PRINCIPAL DUTIES AND RESPONSIBILITIES

    • Assist with the development and implementation of proactive strategic and tactical engagement strategy on legislative and regulatory priorities and initiatives.

    • Direct and provide guidance to consultants on policy positions and outreach activities.

    • Cultivate and maintain relationships with relevant Administration officials, Congressional offices, advocacy organizations, thought leaders and allied group partners.

    • Advocate on behalf of the company to further the company's transformational initiatives and ensure they are considered in the decision making of all appropriate stakeholders.

    • Leverage and strengthen existing relationships with allied groups to ensure alignment on issues that deliver the greatest impact to the Company and its transformational initiatives. Identify and pursue new opportunities with allied groups.

    • Collaborate with Law and External Affairs partners to produce compelling and persuasive content on Administration proposals, federal regulations and legislation.

    • Develop and implement federal PAC strategy. Manage and administer federal PAC and represent the Company at internal and external PAC events.

    • Prepare and organize meetings of senior executives with members of Congress and senior-level staff in the Administration.

    • Participate in company cross-functional teams on company initiatives.

    • Develop, lead and coordinate special legislative or other special projects.

    • Ensure engagement activities and initiatives are fully compliant with all applicable legal standards and internal policies.

    JOB SPECIFICATIONS

    Education:

    Bachelor's Degree Required

    Knowledge/Experience:

    • 5 or more years working experience in federal government relations, political or legislative environment.

    • Strong familiarity with the federal legislative and administrative processes, including experience as a government relations professional, Congressional staffer and/or in the Administration. Senate HELP, Finance, House Energy & Commerce, Ways & Means or Leadership office experience preferred.

    • Comprehensive understanding of emerging policy, company/industry dynamics and the legislative/regulatory landscape.

    • Ability to apply industry knowledge to devise and implement strategies.

    • Strong influencing skills.

    • Proven ability to build credible relationships.

    • Exceptional understanding of the role external affairs and policy has in driving business objectives.

    • Working knowledge of health and/or tax policy, the Tobacco Control Act, the Affordable Care Act, Medicaid, Children's Health Insurance Program (CHIP), and oversight of HHS and FDA Centers.

    • Effective, concise and compelling verbal and written communication skills.

    • Strong organizational skills and attention to detail.

    • Excellent verbal and written communication and interpersonal skills.

    • Strong compliance background is a plus.

    • Travel required for corporate and political activities.
