    A Brief Overview

    Reporting directly to the Administrative Director of Finance & Business Operations, the primary responsibilities of this position are to support and lead the finance and business operations for the pharmacy department. In addition to the financial management of the pharmacy department, the position entails the management of the 340B program, contract pharmacies, pharmacy supply chain management, revenue integrity, EPIC billing and charge master management. This role partners with key pharmacy staff members and other internal business partners to ensure financial controls and execution of strategic initiatives. Position will be focused on achieving regulatory standards, managing complex contractual agreements, reducing non-labor expenses, and implementing effective supply chain strategies.

    What you will do.

    • Lead and manage the financial and business operations for the pharmacy department.

    • Direct the development, planning, prioritization, implementation, compliance, and leadership of the 340B program, pharmacy supply chain, and revenue integrity function for the pharmacy department under the guidance of the Administrative Director of Finance and Business Operations.

    • Support the execution of business operations functions, such as: a) financial reporting and monitoring; b) purchase to payment services; c) business development and capital management; and d) market analysis, business intelligence, and data analytics; d) Non-Labor Savings Reduction Initiatives.

    • Ensure effective supply chain management and goal deployment to reduce drug shortages, while improving pharmacy financials.

    • Develop and administer a structure 340B program that fulfills regulatory requirements and optimizes on financial savings for the organization.

    • Maintain and optimize pricing, billing, and revenue integrity for pharmacy.

    • Oversees annual budget preparation and adherence to operating budget during the fiscal year.

    • Supports professional growth in staff through identification of learning needs, designing developmental plans, and facilitating learning opportunities.

    Additional Responsibilities

    • Responsible for the 340B program administration, compliance, and contract pharmacies.

    • Provides program leadership for the 340B program administration and compliance and work with pharmacy leadership team to develop and establish the contract pharmacy program.

    • Develops and maintains policies and procedures related to the 340B program.

    • Leads 340B steering committee and other leadership meetings related to 340B.

    • Lead and manage the deployment of contract pharmacies to support patients with outpatient prescription medications, while achieving financial targets and compliance standards.

    • Ensures fundamental compliance infrastructures are developed, monitored, and followed under the 340B program.

    • Develops and implements strategies to implement 340B savings opportunities.

    • Defines project scope, goals and deliverables that support business goals in collaboration with the management and other stakeholders.

    • Implements quality control measures to ensure project and participant compliance with department, hospital and University policies, and government codes and regulations.

    • Coordinates and participates in staff training and competency assessments for program equipment, supplies, and techniques. Develop programs, roles/responsibilities, and program algorithms as appropriate.

    • In conjunction with other departments/contacts, reviews reports related to participant performance, and provides additional coaching and/or training, as needed.

    • Works collaboratively with organizational stakeholders such as the Pharmacy Operation Team, Office of Compliance, Office of General Counsel, IT, and Finance to ensure the consistent application of program practices across all groups.

    • Serves as a member of the 340B program committee, and reports results to Senior Leadership, following appropriate communication channels, and attends meetings to address program issues.

    • Maintains quarterly dashboard of outcome/process metrics.

    • Manages program design and structure to align with organizations' key initiatives and projects within the assigned group, develops strategic input for the Director regarding business objectives of clients for both current and future projects.

    • Partners with Operations Manager(s) to identify and develop the leadership needs and internal capacity of the department and facilitates strategic changes in project scope or assignment across the team.

    • Coaches and mentor's department staff through change processes and cycles of continuous improvement.

    • Works with various departments and clinics, develops relationships with key stakeholders, and understands their departmental workflows.

    • Prepares and maintains accurate, coherent, timely and auditable project records and cost estimates, as applicable, within department guidelines.

    • All other duties as assigned.

    Education Qualifications

    • Bachelor's degree in business, Healthcare Administration, or related field. Required

    • Graduate degree in health administration (MHA) or business administration (MBA) Preferred

    Experience Qualifications

    • Five (5) years in pharmacy supply chain or business operations including:

    • One (1) year in financial management, budget control, capital planning, revenue cycle management

    • One (1) year in business negotiations and contracting.

    • One (1) year in management of the 340B program

    Required Knowledge, Skills, and Abilities

    • Knowledge of theories, principles, practices, and techniques of business administration, with reference to organization, administration, information management systems, budgeting, and fiscal management.

    • Oversight of 340B program and pharmacy supply chain with demonstrated results in compliance integrity and financial optimization.

    • Implementation of a large-scale initiative that requires cross-functional coordination.

    • Knowledge of theories, principles, practices, and techniques of personnel management, including selecting, training, directing, evaluating, and supervising employees.

    • Knowledge of and proficiency in the use of the Microsoft Suite of software applications (Word, Excel, PowerPoint, Visio, Access, Project, and Outlook).

    • Knowledge of financial operations.

    • Knowledge of project management process and systems.

    • Knowledge of healthcare regulatory climate.

    • Ability to mediate and resolve complex problems and issues.

    • Ability to develop financial budgets and manage expenses.

    • Ability to develop long-range business plans and strategies.

    • Ability to develop and maintain productive and cooperative work relationships at all levels both within and outside the organization.

    • Ability to communicate effectively at all organization levels and in situations requiring instructing, persuading, negotiating, conflict resolution, consulting and advising as well as prepare clear, comprehensive written and oral reports and materials.

    Base Pay Scale: Generally starting at $83.89 - $111.16 per hour

    The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training. This pay scale is not a promise of a particular wage.
