  • Argonne National Laboratory is searching for an Energy Manager to join its Strategic Planning and Sustainability team within the Infrastructure Services Directorate.

    The Energy Manager develops and oversees the energy management program for the laboratory to meet the Department of Energy's goals to safely and efficiently operate 5 million square feet of laboratory and support spaces. The Energy Manager creates a strategic portfolio of projects and activities that are implemented under the Sustainability Program's larger portfolio of work with an annual budget of $1M. The Energy Manager also provides input and technical recommendation on the broader portfolio of $30M in annual infrastructure investments to maintain and enhance Argonne's research and support infrastructure. The Energy Manager analyzes building system performance, metering systems, and utility usage, engages with stakeholders and identifies when systems are operating sub-optimally using the laboratory's building and energy management systems. The Energy Manager establishes scopes of work and identifies necessary budget to execute the portfolio of projects to meet the laboratory's energy and carbon reduction goals, including improving efficiency, reducing demand, eliminating waste and supporting safe operations. This position overseas project execution in collaboration with the assigned project manager or project lead. The Energy Manager will help develop and deliver education, outreach and awareness programs in order to promote energy conservation goals at all levels throughout the organization, as part of the Sustainability Program's overall outreach program.

    Responsibilities:

    • Manage program for completing facility energy audits to comply with EISA 423 requirements and to identify investments needed to meet DOE sustainability goals; coordinate internal and external resources as needed to complete audits.

    • Serve as the system administrator for the existing energy management software

    • Analyze energy and water usage from buildings and utility systems within the energy management software and identify energy and water efficiency opportunities.

    • Benchmark facility energy use in Energy STAR portfolio manager

    • Serve as a subject matter expert for meeting federal energy management requirements and complying with energy and water requirements of Guiding Principles for Sustainable Buildings; regularly evaluate federal energy management requirements and identify changes or program enhancements to meet requirements.

    • Provide technical analysis/review for energy efficiency and retro-commissioning projects; review other infrastructure projects as assigned to identify energy efficiency opportunities and quantify energy savings.

    • Maintain database of energy and water conservation projects and develop opportunities into multi-year implementation portfolio; develop business cases and coordinate with Sustainability Program Manager on securing appropriate funding to implement projects, including consideration of energy service performance contracts.

    • Administer internal energy savings reinvestment program with supervision of the Sustainability Program Manager for projects that meet program requirements.

    • Report annual progress on energy and water management activities into the DOE Dashboard reporting database and annual Site Sustainability Plan.

    • Complete lifecycle cost benefit analysis (LCA) for small or low complexity projects and direct external resources to complete LCA for more complex projects.

    • Provide recommendations to graded approach for measurement and verification of system performance during the project planning phase.

    • Monitor and summarize performance of completed system improvements and make recommendations regarding actions necessary to maintain savings and operational characteristics

    • Coordinate with Building Controls and Analytics Group to monitor meter performance and develop methodology for addressing meter errors with monthly reporting.

    • Provide deep-dive analytical support to answer stakeholder questions regarding campus and building specific utility usage and efficiency opportunities.

    • Maintain effective communication with customers, contractors and other project team members.

    • Actively participate as team member of cross-functional team to move the team toward the completion of goals.

    Position Requirements

    • PT4: Bachelor's degree in engineering, science, architecture or other technical degree + 6 years of experience; or a Master's degree + 4 years of experience, or equivalent.

    • Knowledge and skills within one or multiple engineering, architectural or facilities management disciplines, such as mechanical, electrical, energy or operations engineering.

    • Knowledge/understanding of facility operations and the ability to identify and recognize atypical outputs.

    • Skills in energy management, including best practices in design and construction of energy conservation retrofits and ability to review and interpret energy audit reports.

    • Ability to read, analyze, and interpret plans, specifications, contract documents, control drawings, service bulletins, technical procedure manuals, equipment specifications, and governmental regulations.

    • Ability to write reports, business correspondence, and procedure manuals.

    • Ability to effectively present information and respond to questions from top management, customers, and service personnel.

    • Analytical and auditing skills and the ability to make assessments based upon baseline data.

    • Planning skills and the ability to make good judgments and decisions; develop strategic recommendations/solutions and maximize limited resources.

    • Verbal and written communications skills and the ability to work effectively with a variety of internal/external contacts to achieve assigned goals

    • Knowledge of project management principles and practices.

    • CEM (Certified Energy Manager) is preferred. Selected candidate will be asked to achieve CEM within 2 years of hiring.
