    Position Summary

    The Director of Capital Project Management in collaboration with the Assistant Vice President of Campus Operations & Housing Services seeks a highly skilled individual to work as the Housing Project Manager in the Office of Housing Services (OHS) at Columbia University Irving Medical Center (CUIMC). The individual will report to the Director of Capital Project Management for CPM programmatic oversight. The Assistant Vice President is responsible for the portfolio goals; to include but not limited to: setting annual project priorities, funding allocations, and adherence to standard operating procedures required for all work performed in the residential properties.

    The Housing Project Manager will supervise and coordinate all aspects of various sized capital projects including but not limited to: NYC Local Law, Department of Building and FDNY requirements; infrastructure projects and interior renovations for spaces; including, residential, office and clinical spaces within the Housing Portfolio. The projects vary in program type, complexity, and size.

    The selected candidate will be responsible to coordinate a team of professionals and must have the ability to collaborate, communicate and successfully and productively engage; to include but not limited: outsourced consultants, facilities team members and numerous stakeholder groups (students, clinicians, office administrators, etc.), CUIMC Housing Services Facilities Operations, Public Safety, Environmental Health & Radiation Safety, Telephone/IT, and Space Planning.

    The Housing Project Manager is responsible for project strategies; to include but not limited to: defining the scope of works, identifying and managing risk, developing, maintaining and controlling: project budgets and detailed project schedules. In addition, the Housing Project Manager is responsible to communicate the strategy and Housing operational dependencies (i.e. milestones, dates for service interruptions, resident notifications, etc) to the Assistant Vice President and senior leadership from the Office of Housing Services to minimize residential disruptions.

    Background: The Office of Housing Services manages seven (7) residential buildings, which comprise approximately 1 million square feet of space. The buildings are a mix of commercial (office/clinical) and residential uses. The properties range in age from 1918 (original wood-frame building) and 1928 to more modern construction built in the early 2000s. The residential towers are from the mid-1970s. Residential Occupants are graduate students in professional studies who reside with OHS for a minimum of 1 year up to 7 years. While the majority of administrative offices and clinics are affiliates of CUIMC, there are also two commercial tenants one provides patient services 6 days a week and, another provides Community Outreach Program run by NYPH. All work performed in the residential portfolio is limited to prescribed hours (9am to 5pm Monday - Friday) and must be coordinated with the leasing staff of the Office of Housing Services to ensure proper notification and accommodations are made.

    Responsibilities

    • Act as the primary lead on all phases of assigned capital projects, from inception through closeout. Managing all or parts of multiple design and construction projects, from programming and design through construction and closeout, ranging in cost from $10,000 to $3MM.

    • Prepare standard Columbia University contracts for architectural, engineering and construction services.

    • Responsible for coordinating with all internal and external project stakeholders; including design consultants, contractors, and other required vendors to support the goals of the project.

    • Prepare requisitions, purchase orders, change orders and keep current on invoices for payment.

    • Oversee the preparation of bid documents and manage the process using the University Bidding Policies.

    • Develop and manage budgets and schedules for all aspects of projects including design, construction, relocations, furniture procurement & installation, and move-ins.

    • Ensure that all field procedures and safety protocols are being met on each job site.

    • Create a record-keeping system of hard and electronic files for all project-related correspondence, contracts, drawings, specifications, and other documents.

    Minimum Qualifications

    • Bachelor's degree in Engineering, Architecture, or Construction Management or equivalent in experience and education.

    • Candidates seeking consideration must have a minimum of four (4) years experience in the management of construction projects, ideally including multiple years managing high-quality residential renovation projects in New York City (occupied) buildings

    • Candidates must have relevant experience in building exterior envelope repairs and renovation projects.

    • Candidates must have a demonstrated working knowledge of applicable building codes and regulations; building systems (mechanical/electrical/plumbing/envelope); as well as demonstrated proficiency in construction project management and delivery, including beneficial use of relevant industry tools and software (MS Project, AutoCAD, etc).

    • Candidates must have excellent interpersonal, communications (written and oral) and problem-solving skills, and must be comfortable in engaging and communicating with residents and possess a diplomacy skill set for such

    • Candidates must be highly organized and motivated, capable of effectively prioritizing project-related tasks and goals, and capable of simultaneously managing multiple complex projects at different job sites.

    • Candidates must have the ability to work in a client-facing service environment and exercise discretion and judgment.

    • Experience in procurement and contract management, budget and schedule management are a minimum requirement

    Preferred Qualifications

    • Advanced degree in Engineering, Construction Management, and Architecture and/or related Certifications highly desirable.

    • PE, Architecture, or other professional licensure in the field of design and construction

    • Previous experience in Higher Education and Residence life

    • 4-8 years of Project Management experience as Owner, Owner's representative or Construction Manager, managing high-quality residential renovation projects.
