    GENERAL SUMMARY AND PURPOSE:

    Responsible for all aspects of laboratory operations across the regional system including, but not limited to clinical laboratory programs, laboratory centers, budgeting, purchasing, staffing, recruitment and retention of staff, physician contracting, billing and collection processes, financial performance and reports and regulatory compliance.

    SKILLS, KNOWLEDGE, EDUCATION AND EXPERIENCE :

    Bachelor's degree in related field and graduate of an accredited Medical Technologist or Medical Laboratory Scientist Program required. Master's degree in health or business related field preferred.

    Medical Laboratory Scientist or Medical Laboratory Technologist through AMT or ASCP required.

    10 years of healthcare clinical/technical/business experience with 5 years in a line or staff function supervisory role in a hospital or significant outpatient setting required. Previous experience in a leadership role reporting to senior management preferred. Must have experience working in a complex hospital laboratory department (or the equivalent).

    ESSENTIAL FUNCTIONS :

    Knows, understands, incorporates, and demonstrates the Organization's Mission, Vision, and Values in behaviors, practices, and decisions. Successfully executes the established plans and services of the functional areas of responsibility through analysis, measurement and monitoring, reporting, and adjusting the direction, allocation and utilization of available resources.

    Facilitates, coordinates, manages, and monitors team performance of the laboratories by working closely with all site managers and Medical Directors to the established performance levels by the effective use of Total Quality, Human Resources, and financial skills, techniques, and communications. Establishes and maintains a positive and productive working relationship with all relevant customers and suppliers. Manages the relationship between the Regional Health Ministries, and the provider group(s) providing laboratory services for those ministries including negotiations, contracts, conflict resolution, and performance management.

    Liaisons between the Regional Health Ministries and the laboratory outreach program (Treasure Valley Laboratory; ICDL) joint ventures. Optimizes the programs for financial benefit for each facility and the region. Oversees, coordinates and monitors the budgeting, purchasing, staffing, recruitment and retention of staff, billing, financial performance and reports, and regulatory compliance. Oversees the Laboratory Information System and billing decisions and maintenance. Demonstrated team, analysis, presentation, and interpersonal skills. Analyzes, measures, and monitors for adjustment to the direction, allocation, and utilization of available resources among each laboratory service in the region.
