    JOB SUMMARY

    KBR's Readiness and Sustainment Business Development seeks a Logistics SME Operations Manager to independently identify requirements, formulate strategies and document contractor support concepts for military customers CONUS and OCONUS.

    This position reports to: Director of Business DevelopmentMust be open to regular travel to project sites in order to participate in site surveys, pre-contracts award meetings, and execute on the ground operational assessments.

    ROLES & RESPONSIBILITIES:

    • Responsible for independently identifying requirements, formulating strategies and documenting contractor support concepts for military customers CONUS and OCONUS. Developing Basis of Estimates for logistics services to include but not limited to Vehicle Maintenance, Material Management, Food Service operations, Fuel Services (Distribution and Storage), and Transportation Management Operations to include Motor Pool Operations, Personal Property, and Air Terminal operations PWS requirements based on the following Estimating Methodologies:

    • Historical, Parametrical, Analytical (Comparisons), and Judgment.

    • Accountable for the preliminary or definitive estimates for projects. Calculates estimates by using processes, labor availability and productivity factors, material prices, based on historical data. Tabulates cost studies and project analysis.

    • Develop technical volumes for Logistic operations with other subject matter experts to articulate technical solutions in an easy-to-understand narrative.

    • Provide focused technical functional expertise.

    • Possess strong leadership and mentoring qualities.

    • Provide guidance to SMEs, subcontractors, and other writers/editors as required to create project execution plans and developing schedules and guidance for implementation of projects ranging in size and complexity as well as creating organizational structures to perform operations and maintenance functions on various projects.

    • Must be able to integrate all the logistics functions into a cohesive organization; and able to anticipate the needs of the customer and act quickly and accordingly.

    • Prepare and define data needed for graphical representations to include proposal charts and tables, drawings, photo evaluation, callouts, matrices, etc.

    • Develop Statements of Work (SOW) for subcontracted services (e.g., labor, materials, and equipment)

    • Evaluate pre-solicitations, technical exhibits, and requests for proposal (RFP). Prepare questions to client addressing RFP and technical exhibit inconsistencies. Participates in proposal review teams as a subject matter expert.

    • Perform functional research and be able to describe clearly in proposals, operational solutions to include innovative methods, differentiators, and best practices/approaches for a winning submission.

    • Meet with potential clients, partners and participate in government sponsored onsite tours as needed.

    • Continuous research of competitive trends, new products, and market performance in logistics. Provides technical and commercial assistance to match our customer needs.

    • Interface with business development capture managers, portfolio managers of current contracts, and pricing developers.

    • Coordinate and consult with various supporting functional area managers/subject matter experts on resource requirements and development of cost and pricing justification for proposal development.

    • Able to travel to project sites to participate in site surveys, pre-contract award meetings and execute on the ground operational assessments.

    • Ability to travel in support newly awarded contract startups, (transitions-phase).

    BASIC QUALIFICATIONS

    • Skills required for this job are typically acquired through the completion of an undergraduate degree and 12 + years of military logistics experience, 4 of which should be in management as a logistical officer or senior noncommissioned officer preferred.

    • Minimum 5 years' demonstrated experience utilizing military logistics systems.

    • Current passport required.

    • Must have the ability to obtain and maintain a Secret security clearance, military base access and a Common Access Card (CAC).

    • Able to travel to project sites to participate in site surveys, pre-contract award meetings and execute on the ground operational assessments.

    • Developing Basis of Estimates for labor, materials, and equipment.

    • Capable of documenting and presenting (in writing and orally) concepts and procedures performed in logistical functions supporting US Military customers.

    • Excellent writing skills with computer literacy in basic programs to include MS Office Suite, MS Project and similar projects.

    PREFERRED QUALIFICATIONS

    • Logistical officer or senior noncommissioned officer preferred.

    • National security clearance at the Secret level preferred.

    • Current training or certifications in Lean Six Sigma or Quality Management techniques and processes preferred.

    • Experience in government contracting a plus.

    Scheduled Weekly Hours: Minimum 40 hours per week
