    ICF is looking for a IT Governance/ Project Management Specialist to support a large IT Governance Support Contract. If you are looking for an opportunity to help inform and direct IT investment decisions; and develop and manage architectural targets and standards and practices for our client, then this is the job for you. Upon award, you will be looking to use and further perfect your business analysis and business management and project management skills. This position is hybrid for a Federal client in Arlington, VA.

    What you'll be doing:

    • Providing leadership and highly specialized support and technical guidance for program operations.

    • Assessing and applying multiple organizational and management improvement techniques in a government environment.

    • Developing, reviewing, and analyzing project management documents, which include, but not limited to, Project Charters, Project Management Plans, Risk Management Plans, Communication/Training Plans, Business Cases etc. as required and according to organizational standards.

    • Ensuring transparent and effective communications between the Business and Information Technology to support project planning, risk mitigation, change management, and issue resolution.

    • Formulating and defining strategies, business processes, system scope, and objectives for programs and projects through research and fact-finding activities.

    • Facilitating and conducting workshops to analyze business needs in an effort to document business requirements, use cases, user stories, pain points, and as-is and to-be processes.

    • Develop IT Governance Framework(s) (that may also include Data Management

    • Framework), that aligns with discovery analyses, IT Strategic Goals, and stakeholders'

    • vision

    • Develop a comprehensive list of IT Governance Framework components and

    • supporting documents to provide an end-to-end IT Governance Framework

    • Refine supporting documents to align with the IT Governance Framework(s) (e.g.,

    • IT standards, guides, processes, procedures)

    • Develop new/additional supporting documents, as needed, to align with the IT

    • Governance Framework(s) (e.g., Framework handbook(s), IT standards, guides, processes,

    • procedures)

    • Facilitating meetings, preparing documents and executive briefings, and proposing recommendations.

    • Applying strategic thinking in recommending process improvement and reengineering methodologies.

    • Analyzing, proposing, and developing business, data, and hybrid enterprise architecture models.

    • Identifying best practices, documenting and assessing performance measurements, and recommending business and technology solutions to streamline processes.

    • Providing assistance with procurement activities.

    • Maintaining and presenting project status reports.

    What you'll need:

    • Bachelor's degree in computer science, information systems, or business management

    • 10 years of management experience to include business process management, financial reporting, and IT project management.

    • Demonstrated experience with gathering requirements, compiling metrics, assessing solution readiness, performing research and analysis, and providing program support.

    • Demonstrated understanding of IT Governance concepts including, but not limited to, strategic information gathering, technological research and data-driven process improvements, target architecture, and sequencing plans.

    • Demonstrated ability to conduct and participate in formal and informal management activities throughout the project life cycle.

    • Demonstrated mastery in independently applying business analysis, strategic thinking, scoping, requirements elicitation, business process modeling, requirements management, and feasibility and cost benefit analysis on moderately to highly complex projects.

    • Excellent written and verbal communication and personal skills with ability to present to groups, including C-level executives.

    • Ability to understand people, processes, and technologies to address business need for process improvements.

    • Ability to identify problems; determine accuracy and relevance of information; use sound judgement to generate and evaluate alternatives, and make recommendations.

    • Ability to thoroughly pay attention to details when performing and reviewing work.

    • Ability work with clients and customers to assess their needs, provide information or assistance, resolve their problems, and satisfy their expectations.

    • Ability to express information to individuals or groups effectively, taking into account the audience and nature of the information.

    • Demonstrate proficiency in using Microsoft applications (Word, Excel, PowerPoint, SharePoint, Teams, and Visio).

    • U.S. Citizenship required (required by federal government for position). Security clearance required.

    Preferred Skills/Experience

    • Master's degree computer science, information systems, or business management.

    • Working understanding of Federal IT services models and frameworks to support the project team to meet client requirements.

    • Demonstrated ability to work with senior leadership to set and manage realistic program goals and metrics.

    • Operational experience with program/project metrics tracking and reporting.

    • Exceptional verbal and writing communication skills, including editing and proofreading.

    • Demonstrated customer service orientation and outstanding level of professionalism in providing client support.

    • Experience using Tableau, Power Apps, Azure DevOps, Salesforce, Appian, or ServiceNow.

    • Solid knowledge and experience with applying Agile Methodologies concepts and practices.

    • Solid understanding of on-Prem and off-Prem (Cloud) based environments.

    • Knowledge and understanding of Enterprise-wide platform deployment software.

    Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

    $85,679.00 - $145,654.00
