    ManTech is seeking a motivated, career and U.S. Department of Veterans Affairs-customer-oriented Proposal Manager to join our team on a remote basis or in Herndon, VA.

    ManTech's Federal Civilian Sector is seeking a Proposal Manager and "Bid Lead" to join the Sector Proposal Operations (SPO) team. This position will report to the Sr. Executive Director, Federal Civilian Growth Operations & Sector Pursuits and work closely with our Health and VA-focused portfolio to develop winning strategies driving strategic business growth.

    Responsibilities include but are not limited to:

    • Proactively and autonomously manages and drives the proposal process and milestones.

    • Ensures proposal submissions comply with applicable instructions and company proposal best practices, and agreed-upon elements are incorporated into a cohesive and persuasive format.

    • Reviews requirements and recommends response strategies.

    • Partners and works with business development, capture and/or portfolio management personnel, subject matter experts, account leads and corporate business support services to develop and generate response approach, strategies, themes, and discriminators.

    • Leads and participates in proposal reviews.

    • Ensures the effective application of iterative proposal development techniques to support and mature proposal sections.

    • Provides matrixed support to SPO teammates.

    • Provides leadership and work guidance to less experienced personnel

    • Provides desktop publishing and technical editing maintaining high-quality proposal artifacts.

    • Supports ad-hoc, special projects and/or any other actions required by management.

    Basic Qualifications:

    • 6+ years' proposal management experience with a large, federal systems integrator

    • Experience managing Veterans Affairs-specific indefinite delivery/indefinite quantity (IDIQ) task order proposals, Requests for Information (RFIs) and unsolicited white papers.

    • Track record of successfully managing and winning new and recompete business proposals each valued <$200M.

    • Experience managing multiple proposals at a time in a fast-paced, dynamic, cross-functional team-oriented environment.

    • Ability to interpret solicitation requirements and create/shape a logical and compliant proposal response outline.

    • Expert level skills using electronic productivity software and tools such as Microsoft Teams, SharePoint, Zoom, Slack, Salesforce, Google Workspace and applications suite.

    Preferred Qualifications: Experience establishing a task order proposal response process and/or cadence.

    • Association of Proposal Management Professional (APMP) Certification

    • Shipley Certification(s)

    • Public relations or marketing experience

    • Demonstrated ability to counsel and effectively influence with and without authority; strong interpersonal skills and the ability to interface with all levels of management.

    • Excellent verbal, written communication, and organizational skills.

    • Adaptable to changing priorities and company initiatives such as process improvement and new software implementation and upgrades.

    • Experience extracting opportunity data and loading in a company customer relationship management (CRM) tool.

    • Experience with electronic file organization and knowledge management and sharing.

    • Proactive and autonomous, requires minimal supervision.

    • Ability to work well remotely via teleworking as well as in the ManTech DC-VA-MD Area offices as may be applicable.

    Clearance Requirements:

    • Must be able to obtain a security clearance

    Physical Requirements:

    • Frequently communicates with co-workers, peers, management, and clients which may involve delivering presentations in-person and/or remotely. Must be able to access, exchange, communicate, and converse accurate information in these situations.

    • Constantly operates a computer (including electronic productivity software and tools), mobile phone and other IT peripherals.

    • Must be able to remain in a stationary position 50%.

    The projected compensation range for this position is $96,300-$137,400. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
