    Koniag Data Solutions, a Koniag Government Services company , is seeking a SCIF Manager with a TS/SCI security clearance to support KDS and our government customer in Alexandria, VA.

    Essential Functions, Responsibilities & Duties may include, but are not limited to:

    Personnel Security:

    • Maintain familiarity with personnel security standards of Intelligence Community Directive (ICD)-704 and Intelligence Community Program Guidelines (ICPG's) 704.1 and 704.5.

    • Maintain familiarity with DoD Information Security Program and Protection of Sensitive Compartmented Information guidelines in DoDM 5200.01 Vols.1-4

    • Liaise with the Air Force Office of Special Investigations (AFOSI) Eagle Eyes and WHS foreign travel to provide personnel with the requisite threat briefings prior to foreign travel.

    • Conduct Foreign Travel briefings and debriefings, upload into personnel JADE file.

    • Liaise with government customers for the process of requesting staff SCI access.

    • Liaise with Defense Intelligence Agency (DIA) Special Security Office (SSO) for final eligibility determination and SCI indoctrinations for personnel.

    • Coordinate and validate DISS visit requests, periodically updating SCI indoctrinated personnel records, as required.

    Physical and Technical Security:

    • Maintain familiarity with physical security standards for the construction and protection of Sensitive Compartmented Facilities (SCIFs) as proscribed in ICD 705 and Intelligence Community Standard (ICS) 705-1 and 2.

    • Maintain familiarity with Sensitive Compartmented Information (SCI) Administration of Physical Security, Visitor Control, and Technical Security of DoDM 5105.21, Vol 2.

    • Maintain Operations Security (OPSEC) principles critical for protecting operational activities and security of the SCIF.

    • Conduct and annotate entry/exit inspections to deter unauthorized removal of classified information in accordance with DoDM 5205.07-V-3.

    • Review and maintain Standard Operating Procedures (SOPs) annually.

    • Develop new SOPs as required.

    Secure Communications:

    • Maintain familiarity with the protection and safeguarding of COMSEC equipment, keying material, or other cryptographic material.

    • Conduct periodic re-inspections, update accreditation checklist (SAPF Security Compliance Inspection Checklist)

    • Experience coordinating schedules of secure equipment and spaces.

    • Experience operating secure VOIP and VTC units a plus.

    Special Access Programs (SAPs):

    • Maintain familiarity and conduct annual self-inspections as proscribed in DoDM 5205.07, V-1 DoD Special Access Program (SAP) Security Manual

    • In accordance with DoDM 5205.07-V-2, familiarity with personnel security files in the Joint Access Database Environment (JADE). Maintain and update personnel security files in JADE.

    • Review incumbent personnel prescreening Security Questionnaire (PSQ) as a Tier-1 security review for program access.

    • Prepare Program Access Requests (PARs) for personnel eligible for SAP access using JADE.

    • Conduct special program indoctrinations for eligible personnel and establish formal debriefing program as proscribed in DoDM 5205.07-V-2

    • Familiarity with DoDM 5205.07, V-4 policy on guidance and procedures for the application of control markings on DoD SAP information.

    Safeguarding Classified Information:

    • In accordance with DoDM 5205.07, V1, perform duties as alternate Top-Secret Control Official (TSCO)

    • Conduct annual inventory of accountable classified documents and maintain in the document control accountability system.

    • Serve as classified courier, as required.

    • Maintaining familiarity of key concepts and principles associated with protecting CUI.

    • Maintaining familiarity with the guidance and reporting requirements for security incidents that involve potential or actual compromise.

    • Understanding the concepts and principles associated with classification markings.

    • Maintaining a system of record of all accountable SAP information/documents, and input into the approved document control accountability system in JADE.

    Qualifications:

    • TS/SCI Clearance required.

    • Bachelor's degree plus Six (6) or more years of experience in physical and personnel security functions in a classified DoD environment

    • At least three (3) years' experience as a SCIF manager

    • Experience complying with personnel security standards of Intelligence Community Directive (ICD)-704 and Intelligence Community Program Guidelines (ICPG's) 704.1 and 704.5.

    • Experience with DoD Information Security Program and Protection of Sensitive Compartmented Information guidelines in DoDM 5200.01 Vols.1-4

    • Familiarity with physical security standards for the construction and protection of Sensitive Compartmented Facilities (SCIFs) as proscribed in ICD 705 and Intelligence Community Standard (ICS) 705-1 and 2.

    Working Environment & Conditions

    This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

    This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

    The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
