  • Overview

    The Senior Business Manager, Maritime will be responsible for managing business activities and oversight within the Maritime Programs to include Logistics, Warehouse Operations, and Tracking, as well as liaison with Strategic Sourcing. This individual will have direct management responsibilities over a team within the Maritime portfolio with an eye toward growth of new business and continued efficiency of the business processes. The appropriate candidate will be able to work well within a team environment and take on duties as required on a daily basis as defined below.

    Responsibilities include, but are not limited to:

    • Management, supervision and coordination of the following internal FMS support operations:

    • Tech Editors/Planners - responsible for supervising team identifying required materials for FMS customers

    • Logistics - responsible for sourcing and reporting tooth to tail operations

    • Warehouse Operations - responsible for Receipt and Shipment of all Maritime material requirements and analysis and improvement of workflow and reporting

    • Procurement Liaison - assist procurement as necessary in understanding and executing Maritime requirements

    • Establishment of most efficient business processes (both CONUS and OCONUS) to meet the requirements of specific contracts and remain compliant.

    • Responsible for establishment of OEM Alliances to market to support FMS opportunities

    • Assist logistics services in support of Foreign Military Sales and Maritime ship reactivation / transfer projects and MRO (Maintenance, Repair and Operations) programs.

    • Mentor and protégé to operational Program Managers on all things related to business processes for their programs.

    • Attend and participate in Program Management Reviews with customers.

    • Lead for business development proposal writing assignments regarding business processes.

    • Managing the maintenance of all records and files associated with the acquisition of project materials and services.

    • Ensure subordinates carry out all assigned duties in a timely and efficient manner per contract requirements.

    • Collaborate daily with customer(s) to determine specific needs and requirements and to counsel within the area of expertise including overseeing task execution.

    • Provide competent leadership and responsible program direction through successful performance of a variety of detailed, diverse elements of execution.

    • Direct completion of tasks within established time frames and budget constraints.

    • Schedule and assign duties to subordinates and subcontractors and ensure assignments are completed as directed.

    • Ensure all processes comply with Government policy, regulations, and directives.

    • Preparation of material status reports for all project related material as directed.

    • Developing information to support pricing obtained as fair and reasonable.

    • Advising on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations.

    • Evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation.

    • Apply knowledge in collecting and analyzing logistical data, identifying and evaluating alternatives, and communicating with suppliers.

    • Oversee team performing technical research for outdated or hard to obtain materials utilizing internet and technical publications as required to identify and source required materials.

    • Responsible for team performance of technical research on all material/service requirements submitted by Project Managers for each program assigned.

    • Prepares primary inputs for Maritime Monthly Status Reports and other reports utilized internally by the company and forwarded to Government sponsor.

    • Performs other, related duties as assigned.

    Material & Equipment Directly Used: Personal computer, fax machine, fax modem, and other standard office equipment

    Working Environment: Office working environment requiring prolonged sitting and extensive keyboard and computer operation.

    Physical Activities: Stand, sit, wal, bend, stoop, kneel, crouch, reach, talk, hear, see, repetitive motion, eye/hand coordination, fine manipulation

    Qualifications

    Minimum Qualifications:

    • 20 years of FMS Management and supervisory experience related to DoD, FMS and Maritime programs.

    • Direct familiarity with the Federal Supply System, automated and manual supply systems and equipment serviceability standards and criteria.

    • Fully knowledgeable of the Federal Acquisition Regulations (FAR and DFAR), Contract Law, and ITAR.

    • Broad experience with negotiation and formation of Material and Services procurements under multiple types of pricing arrangements (CPFF, T&M, and FFP).

    • Broad Experience operating within and maintaining and Approved Certified Purchasing System (direct experience with a CPSR audit) and compliance with established Government Policy (FAR 44, DFARS 244).

    • Expert knowledge of government and defense department accountability and associated record keeping policies and procedures including transportation modes, packing and shipping standards and quality assurance practices.

    • Extensive experience with the protocols and customs when dealing with foreign governments and customers.

    • Understands critical and complex support requirements.

    • Ability to direct and coordinate program activities to ensure effective and economic support.

    • Anticipates logistics problems related to operational area and environmental and human factors.

    • Determines contingency requirements and solutions.

    • Experience operating across multiple locations and programs.

    • Must be proficient in Microsoft Office applications (Excel, Word, Power Point)

    • Role model for open and honest communications as well as demonstrated trust and respect for peers and teammates.

    PREFERRED REQUIREMENTS

    • Direct experience with NAVSEA, PMS326 and FMS customers in Egypt, Iraq, Philippines, and Taiwan.

    • Successful administration and completion of a Certified Purchasing System Review (CPSR).

    • Successful history of operations in multiple areas of the world. Willingness to travel in support of initiatives OCONUS.

    • Sourcing experience supporting various marine vessels, aircraft and wheeled & tracked vehicles.

    • Ability to collaborate and operate effectively both independently and with a virtual team.

    • Sound problem solving and critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity.

    • Ability to communicate effectively and work with internal and external customers.

    • Sense of ownership and urgency.

    • The selected applicant will be subject to a background check and drug testing.

    • Secret Security Clearance.
