  • Overview

    SOSi is seeking an experienced Senior Program Manager (PM) with experience running a large intelligence programs (<$50M). The mission is to provide the customer with qualified resources that will perform scanning, translating, transcribing, and analysis of foreign language materials as well as report drafting and quality review. The PM shall be responsible for the successful cost, schedule, and performance of the contract and will serve as the main point of contact for the Contracting Officer (CO), the Contracting Officer's Representative (COR), the Government Program Manager, and the Contractor's senior management. The ideal candidate will have a minimum of 10 years' experience in the defense and intelligence community and direct program management experience of at least $50M annual P&L supporting large services contracts.

    Essential Job Duties

    • Ensure proper performance of tasks necessary to ensure the most efficient and effective execution of the contract

    • Allocate resources (staffing, facilities, and budgets) on the contract

    • Review and approve all earned value, Estimate To Complete, Funds and Man-hour Expenditure Reports, or other financial reports as appropriate

    • Review risk and risk mitigation activities and allocate budgets for the same

    • Prepare program status reviews and other formal reviews

    • Ensure cross-discipline integration within the contract to meet customer needs

    • Communicate issues and solutions to the customer in a timely and transparent manner

    • Ensure compliance with all regulatory and administrative requirements imposed by the contract

    • Provide input to the Quality Assurance Surveillance Plan reviews or Award Fee reviews, as appropriate

    • Communicate issues and solutions to the customer as requested

    • Rapidly assemble and execute focused cross-disciplinary teams to address urgent or unexpected cost, schedule, or technical program/contract issues

    • Perform other duties as assigned by the customer or senior management

    Minimum Requirements

    • Active in scope Top Secret with SCI (TS/SCI) clearance with Polygraph (Poly)

    • Ten (10) years of experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity

    • PMP, FAC-P/PM Senior Level, or DAWIA Level 3 certification in Program Management

    • Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading in a multi-vendor environment

    • Knowledgeable of the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and ICD 801 policies

    • Demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting

    • Possess a minimum of three (3) years of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management (EVM)

    • Strong written, oral and interpersonal communication skills

    • Ability to multi- task and manage multiple projects under tight deadlines

    • Ability to manage confidential information

    Preferred Qualifications

    • Fluency in a foreign language is desirable, but not required.

    Work Environment

    • Hybrid schedule; remote and on-site time required.

    • Working conditions are normal for an office environment.
