    Summary:

    The System Vice President, Facilities & Real Estate provides leadership, direction, strategy development and execution for key and critical support areas spanning across the Rush University System for Health (RUSH) campuses including RUSH University Medical Center, RUSH University, RUSH Oak Park Hospital, RUSH Copley Medical Center, and all leased or owned facilities under RUSH's portfolio. The role serves as an executive-level partner, ensuring the establishment and execution of strategic goals and priorities as well as oversight of key business drivers, departmental managing leaders, performance metrics, and operating components. The role exemplifies the RUSH mission, vision and values acting in accordance with RUSH policies and procedures.

    Responsibilities:

    1. Oversight of multiple departments across the system including medical center engineering and infrastructure, capital projects, facilities management, sustainability, clinical engineering, and parking & transportation.

    2. Provide oversight and coordination of master facility planning for all short and long-term initiatives ensuring appropriate resources are identified and leveraged; keeps relevant internal and external stakeholders apprised of project planning.

    3. Develops, informs, and ensures the effective execution of annual facilities strategic plan development in alignment with each Hospital Operations Teams to align with system strategies, focusing on the coordination of all support services within portfolio.

    4. Successfully integrates facilities services across all RUSH campuses aligning strategies in support of organizational and system priorities.

    5. Evaluate, recommend, acquire, and operate commercial real estate sites in alignment with strategic initiatives.

    6. Lead planning, design, and construction for de novo clinical and non-clinical sites.

    7. Develops, builds support for, and executes a plan to address maintenance and implement a comprehensive planned and predictive preventive maintenance programming; prioritizes and remains apprised of upgrades and upkeep of all on and off campus buildings and landscape through the maintenance programs.

    8. Responsible for the overall leadership of all Facilities activities across RUSH.

    9. Provides leadership and strategic direction in facilities operations, expense management, and clinical integration.

    10. Communicates strategic vision and execute a plan of action for overall improvements in operations, expense, clinical integration and quality and service.

    11. Establishes a clinically driven facilities management methodology through strong alliances with health system providers, clinicians, and administrative leaders.

    12. Provide consultation while leading facilities and real estate project components on the efforts and strategies to achieve RUSH's sustainability goal of reducing emissions by 50% by 2030 and achieving net zero emissions by 2050.

    13. Ensures services are relevant and supportive of system and facility clinical initiatives.

    14. Drives culture development and management ensuring an effective environment for operational excellence and value adding performance.

    15. Leads human resources areas for the department across the system, such as staff coaching/mentoring, development, competency, and productivity.

    16. Oversees and drives all employee engagement and positive employee relations efforts for the department by maintaining a climate pulse, promoting an environment of high performance, promoting employee participation in engagement surveying, and establishing employee engagement improvement goals that align to Hospital Operations macro goals.

    17. Ensures effective vendor interfacing and management including oversight of large externally contracted personnel groups such as clinical engineering and parking services.

    18. Creates capital and operational budgets with particular emphasis on staffing effectiveness indicators.

    19. Meets or exceeds established budget targets, evaluating opportunities to enhance revenue and quality and reduce expenses.

    20. Plans, coordinates, and exercises budget approval for all facilities & real estate expenditures.

    21. Establishes and meets expense savings goals toward optimizing financial scalability and toward meeting financial planning objectives.

    22. Accountable for ongoing facilities state of readiness with accreditation standards and regulatory requirements to comply with The Joint Commission (TJC), Illinois Department of Public Health (IDPH), Centers for Medicare & Medicaid (CMS), and the Occupational Safety and Health Administration (OSHA) standards.

    23. Evaluates and implements "Best Practices" and ensures that all the policies and procedures are followed in relation to construction technology, building, and life safety codes, regulatory compliance, work standards, codes, and safety regulations.

    24. In collaboration with the Senior Leadership, identifies spacing expansion and recession opportunities while developing and executing action plans.

    25. Leads the development of quality performance metrics and key performance indicators (KPIs) within portfolio; guides individual departmental managing leaders to continually evaluate metric performance as well as connect to holistic operations performance.

    26. Consistently reviews portfolio's standard operating procedures and guide relevant departmental managing leaders on improvement opportunities toward positively impacting operating performance.

    27. Monitors utilization measures and identifies key trends to highlight opportunities and inform interventions to manage costs while improving quality and patient satisfaction.

    28. Participates and develops collaborative relationships with national and professional organizations.

    29. Develops effective business relationships with internal and external facilities, practitioners, regulatory bodies, and other related entities to support organizational goals, standards, and business strategies.

    30. Develops and implements a local and regional vendor and contracting strategy to grow spending in local communities in support of the organizations Anchor Mission and Business Diversity mission.

    31. Portrays strong leadership skills and ability to lead diverse teams.

    Other information:

    Required Job Qualifications:

    • Master's Degree in Business Administration, Operations Management, or related discipline preferred.

    • Experience in facilities construction, facilities management, and real estate for large/complex mutli-site organizations with 7 years of progressive leadership roles.

    • Leadership in hospital or academic medical centers with a focus on Operations Management preferred.

    • Experience with master facility planning.

    • Professional in Project Management certification (PMP) preferred.

    • Lean Six Sigma Green or Black belt preferred.

    • Ability to demonstrate strategic thinking and planning, problem solving, and a commitment to model, support and promote the institution's mission, purpose and values.

    • Demonstrates proven ability to positively influence behavior and outcomes and resolve conflicts.

    • Ability to make difficult decisions and handle political sensitive matters with tact and demeanor.
